Hengyang Municipal Bureau of Agriculture is established as an institution directly under the municipal government, with its main functions, internal structure and personnel management in accordance with the "Notice of the General Office of the CPC Central Committee (Heng Fa[2010] No. 3) and the General Office of the State Council on Printing and Distributing `Plan on Reform of Organs of Hengyang Municipal People`s Government` (Heng Fa [2010] NO.4)" .
Main Responsibilities:
1.To investigate and draft development strategies, mid-term and long-term plans for agricultural production and rural economy, and organize their implementation upon approval; to draft agricultural development programmes and supervise their implementation.
2.To study and draft industrial policies of agriculture, guide the reasonable industrial restructuring of agriculture, rational allocation of agricultural resources and improvement of product quality; to provide policy proposals concerning price adjustments of agricultural products and means of production, the distribution of bulk agricultural products, rural credit, taxation, financial subsidies to agriculture; to organize the drafting of local laws and regulations for planting, animal husbandry, fishery, agricultural machinery and other agricultural industries (hereinafter called "all agricultural industries"); to undertake the work of administrative law enforcement for all agricultural industries and administrative reconsideration issues in agriculture.
3.To investigate and provide suggestions on deepening the institutional reform of rural economy and, in conjunction with relevant departments, guide the institutional reform of farm economy; to guide the construction of agricultural social service system; to participate in directing and supervising the efforts to ease farmers` burden and the transfer of the right to use the farmland; to guide and supervise the maintenance, protection and conversion of the farmland.
4.To investigate and draft guidelines and policies on industrial management of agriculture, and improve the integration of agricultural production, processing and marketing; to organize and coordinate the construction of the market system of agricultural products and production means; to participate in the study of policies and plans for the "vegetable basket project"; to investigate and present proposals on the import and export of major agricultural products and important agricultural means of production; to predict and publish rural economic information about the supply and demand of agricultural products and production means, etc.
5.To organize the regional planning of agricultural resources, development of the ecological agriculture and sustainable development of agriculture; to guide the exploitation of farmlands, fishing waters, grasslands, unreclaimed beaches and wetlands amenable to agriculture, and rural renewable resources as well as the protection and administration of agricultural species; to protect the ecological environment in fishing waters and the aquatic wildlife; to examine fishing vessels and supervise the fishing administration and fishing ports; to conduct the supervision and management of agricultural environmental protection under the unified supervision and guidance of environmental protection departments.
6.To draft development plans and relevant policies for agricultural scientific research, education, technology popularization, and personnel fostering; to implement the strategy of developing agriculture through science and education; to organize the selection and implementation of major scientific research and technology popularization projects; to direct agricultural education and the development of agricultural vocational skills.
7.To draft technical standards of all agricultural industries and organize their implementation; to organize the implementation of quality supervision over and accreditation of all agricultural industries and green foods as well as the protection of new species of agricultural plants; to organize and coordinate the quality monitoring, authentication and law enforcement supervision over agricultural materials such as seeds, pesticides, veterinary medicines, etc; to register the domestic production and import of seeds, pesticides, veterinary medicines, fertilizers, etc; to organize the safety control, quality assessment, authentication and accreditation of agricultural machinery like tractors, combine harvesters and agricultural vehicles.
8.To organize veterinarian administration and the administration and inspection of veterinary medicines; to organize and supervise the epidemic prevention and quarantine of animals and plants across Hunan, publish epidemic notices and organize the eradication of epidemics.
9.To undertake agricultural foreign affairs authorized by the Provincial Government, and organize the implementation of agricultural aid programmes; to organize relevant foreign economic and technical exchanges and cooperation.
10.To manage state and municipal investments in all agricultural industries jointly with relevant departments; to direct affairs in the agencies immediately subordinate to the Department, and supervise the maintenance and appreciation of the value of their state assets; to handle their personnel management, labour and social security, the staffing, etc.; to direct relevant social organizations to serve the development of agricultural economy.
11.To administer the municipal Bureau of Township Enterprises, Bureau of Animal Husbandry and Aquatic Products, Bureau of Agricultural Mechanization Management, and Bureau of Agricultural Reclamation.
12.To undertake other assignments entrusted by the Municipal Party Committee and People`s Government.
