It is Hengyang Guarantee Investment Group co.,Ltd, on behalf of the Hengyang municipal government, that contributes the capital, which has built a big data platform, a crowdfunding platform, a R&D platform, an incubation platform and an expert service platform.

Hengshan Technology City, a pivotal base for China's Internet technology and services, serves as a premier cluster for R&D institutions and headquarters economy relocation. With mobile Internet technology R&D, manufacturing and application as its forerunner, it focuses on corporate headquarters, R&D and innovation services, advanced manufacturing and the construction of new towns, centering around two strategic pillars: Wisdom Valley and Health Valley. Hengshan Science and Technology City newly becomes a modern eco-intelligent science hub, which develops totally through market-oriented approaches, integrating corporate headquarters, R&D facilities, technological innovation platforms, incubation systems, advanced manufacturing bases, capital aggregation mechanisms, and industrial supporting services. Supported by its two pillar industries, electronic information and life science, Hengshan Technology City has invested 30 billion yuan through public-private-partnership (PPP). The R&D Center Building of Hengshan Technology City is one of the landmark buildings in Hengyang, designed by a prominent German architect, spans 100,000 m2 and contains dedicated sections for corporate headquarters, technological innovation, software R&D and e-commerce services. Hunan Diexun Electronic Technology Company partnered with Guangxi Dongsen Investment Group to commit 1 billion yuan toward establishing Hunan Province's big data platform in Hengshan Science and Technology City.
