Hengshan Science and Technology City is located in Hengyang City, an old national industrial base and a key town in central and southern China, which is a demonstration zone for scientific and technological innovation in the central region, a cluster of headquarters economy and a testing ground for reform and transformation, with scientific and technological innovation as the main symbol, and R&D base and headquarters economy as the main body. Originally established as Hunan Hengyang Songmu Industrial Park in April 2006, Hunan Hengyang Songmu Economic Development Zone was officially renamed in January 2013. With a planned area of 54.66 square kilometers and a current administrative area of 23.95 square kilometers, it is the seventh batch of provincial-level development zones approved nationally. The zone has been designated as a National Demonstration Zone for Circular Economy Transformation, a National High-tech Industrial Base, a Hunan Province Most Influential Industrial Park, a Pilot Zone for Integration of Informatization and Industrialization, and a Specialized Salt and Halogen Chemical Industry Base.

I Abundant Salt and Halogen Mineral Resources

The zone boasts proven rock salt reserves of 14 billion tons and exploitable mirabilite reserves of 440 million tons, making it the largest rock salt and mirabilite resource base in Hunan Province and the region south of the Yangtze River. Within a one-hour drive of the zone, detailed surveys have identified over 50 types of non-ferrous metal mineral resources, including lead-zinc, gold, silver, and pyrite. Additionally, non-metallic mineral resources such as flake kaolin (porcelain clay), albite, fluorite, quartz, and coal are exceptionally abundant in the surrounding area.

II Superior Three-dimensional Transportation Network

The development zone enjoys a strategic transportation advantage with National Highway 107 and the Hengda Expressway traversing its territory. Its main thoroughfare, Zhengyang North Road, provides direct access to the Hengda Expressway. The Hengshao-Huai Railway passes through the zone and includes a dedicated railway station. Additionally, the zone operates the Songmu Port Area, a 1,000-ton-class wharf with three berths, enabling it to fully leverage the Xiangjiang River’s Golden Waterway. Beyond this, Hengyang serves as a critical junction for multiple national expressways (e.g., Jingzhu, Hengkun, Tanxi, Hengyan, Hengyue, Henggui) and railways (e.g., Jingguang, Xianggui). The Hengyang Nanyue Airport, now operational, further enhances regional connectivity.

III Comprehensive Supporting Infrastructure

The zone has constructed 32 kilometers of arterial roads, including Shangni Road, Huagong Road, Songfeng Road, Jiangxia Avenue, Xin’an Road, and Jinyuan Road, forming a "three vertical and three horizontal" road network grid. Within the zone, there are 500,000 square meters of standardized factory buildings, 52,000 square meters of low-rent housing, and 185,000 square meters of public rental housing. Supporting facilities such as a water supply plant, sewage treatment plant, substation, natural gas pressure regulating station, and an electroplating center are fully equipped.

Ⅳ Development of Three Major Industrial Clusters

The district has achieved increasingly prominent results in cluster development of three pillar industries - new energy, new materials, and salt-chemical & fine chemical industries. To date, it has attracted 93 industrial projects with contracted investments exceeding 10 billion yuan and actual utilized capital over 6 billion yuan. The zone is now home to 80 enterprises, including 40 operational large-scale enterprises.

Firstly, giving priority to the development of the new energy industry. Over 10 enterprises such as Ruida Power Supply, Dianke Power Supply, Xinsheng New Energy, and Lion Power have been introduced, forming three major sectors: energy storage, solar energy, and bioenergy.

Secondly, fostering the development of the new materials industry. More than 20 enterprises including AVIC Group, Jinshan Cement, Zhiyuan New Materials, and Lingyun Special Materials have settled in the zone.

Thirdly, enhancing the development of the salt chemical industry. Hengyang Kingboard Chemical, a subsidiary of the Hong Kong and Singapore-listed Kingboard Chemical Group, serves as the largest chemical production base in Central-South China and the flagship enterprise of the salt-chemical & fine chemical industry in Songmu Economic Development Zone. This industry leader has driven the development of over 30 downstream enterprises including Hengguang Chemical, Dali Chemical, Jinxuan Chemical, Junjie Chemical, Jianheng Industrial, and Lihong Chemical.

Ⅴ Distinctive Circular Economy Development

1. Extending Industrial Chains for Mutual Benefits

To address chlorine balance issues in byproduct management at Kingboard Chemical, the economic development zone has strategically introduced enterprises like Junjie Chemical, Jinxuan Chemical, and Dali Chemical through targeted investment initiatives. These companies utilize waste chlorine gas piped from Kingboard Chemical to produce chlorinated paraffin, ADC foaming agents, trichloroethylene, and tetrachloroethylene. The resulting byproduct, hydrogen chloride, is then sold back to Kingboard Chemical for PVC production. This closed-loop system eliminates the need for external high-cost chlorine procurement, significantly reducing operational expenses for downstream enterprises, while enabling Kingboard Chemical to monetize waste streams and cut disposal costs.

2. Advanced Technologies for Energy Conservation and Emission Reduction

Hengguang Chemical employs cutting-edge processes to annually process 300,000 tons of tailings, producing 300,000 tons of sulfuric acid and 150,000 tons of iron concentrate. Through industrial pipeline networks, it also supplies 450,000 tons of waste heat steam to neighboring enterprises, equivalent to saving 80,000 tons of standard coal and reducing CO2 emissions by 160,000 tons annually.

3. Centralized Solid Waste Utilization Hub

Jinshan Company has established a regional "digestion center" that annually consumes over 1 million tons of industrial byproducts, including Kingboard Chemical’s carbide slag, Hengguang Chemical’s sulfuric acid residue, Jianheng Industrial’s alumina red mud, and shale from new construction sites. This integrated approach not only resolves pollution challenges from industrial waste but also lowers production costs for enterprises across Songmu Economic Development Zone and the broader Hengyang region.

The Hengyang High-Tech Industrial Development Zone is located in the southwest of Hengyang City. It was established with the approval of the People's Government of Hunan Province in June 1992, upgraded to a national level with the approval of the State Council in August 2012, and elevated to the deputy department-level unit in September 2021. It implements unified management of the Baishazhou Industrial Park, Hengyang Comprehensive Bonded Zone, and Hengshan Industrial Development Zone, or Hengshan Science Town. It covers a total planned area of 92.97 square kilometers and a developed area of 44.36 square kilometers, with a permanent population of 400,000.

There are six leading industries in the high-tech zone, including electronic information, mobile Internet, intelligent equipment manufacturing, biomedicine, modern services, and cultural creativity. It has attracted a large number of domestic and overseas well-known companies such as Huawei, ZTE, Foxconn, and CLP Holdings, and has cultivated a group of high-tech core enterprises such as RAMON Science, FII, 1MORE, and Mogo Auto.

It has successively reputed as the "national innovation and entrepreneurship demonstration base", "national characteristic carrier of financing innovation and entrepreneurship for large and medium-sized enterprises", "national base undertaking industrial transfer", "Hunan high-quality development industrial zone", and "Hunan civil-military integration industry demonstration base".

Recently, Hengyang once again released the signal of the development of high-tech zone ---supporting high-tech zones to create the park with national innovative characteristics, building economic zone headquarters, modern industrial  zone, national production-city integration demonstration zone.
   In the past two years, this 9.81 square kilometer area of Lujia New District has leapt from a suburban village to a new urban center, pursuing higher-quality development and more effective construction. There are Headquarters Base, Innovation Center, Start-up Center, Exhibition Center, Virtual University City, and each of them is an industrial project related to the future development pattern of the high-tech zone.   1.International Exhibition Center: located in the superimposed radiation area
of Hengzhou Avenue Expressway and the functional service axis of Zhengshui River. The total planning land area is 268mu, the total construction area is 280000 square meters, and the total investment is 3 billion yuan. It consists of the exhibition center, the star hotel and the multi-functional center, of which the two 150-meter twin towers will become the new highest building of the city. After the completion of the project, Hengyang will rapidly enhance the overall competitiveness of the city, promote the development of urban economy, science and technology, culture, and increase the city's prestige.
　2. Headquarters Base: the total investment is about 3.5 billion yuan, the total land area is about 280mu, and the construction area is about 600000 square meters. It is built as an intelligent and efficient headquarters complex, forming an enterprise headquarters gathering base that integrates office, scientific research, incubation and industry. It plans to introduce more than 50 New Third Board listed enterprises to enter, expected to achieve annual output value of 30 billion yuan and tax revenue of over 2 billion yuan.
　3. ZTE Science and Technology Park: the investment totals 1 billion yuan, and the total planning land area is 238 mu. Relying on ZTE's R & D platform, it plans to build Smart City Industrial Park and small and medium-sized Enterprise Service Park with Science and Technology Innovation as the theme. It will have 5 functional districts, including comprehensive service district, business district, scientific research district, office district and achievement display district, and is expected to generate 150 million yuan in annual profits and taxes.
　4. Virtual Campus City: the total investment is 700 million yuan, the planning land area is 76 mu, and the building area is about 140000 square meters. According to the model of "one campus and more schools, campus building together", we build an innovative model base supported by famous universities at home and abroad. The project, which is a key project supported by the National Special Fund, is expected to be put into operation by the end of 2018.
　5. New Financial Center: the total investment is1.2 billion yuan, the total planning land area 103mu, and the total construction area is 200000 square meters. The new financial center project aims directly at the top financial service institutions with the leading strategic vision, and aims to build the financial landmarks of the whole city and even the financial center of the southern Hunan region.
　6. Innovation Center: the total investment is 800 million yuan, the total land area is 70 mu, and the total construction area is 145000 square meters. 　7.Start-up Center: the total investment is 1.1 billion yuan, the  total planning land area is 80 mu, and the total construction area is 160000 square meters. Within 10 years after completion, it is expected to incubate 500 high-tech enterprises and solve the employment of 5000 people. By the end of 2018, it will be built and officially operated, generating annual profits and taxes of more than 200 million yuan.
　8. Xiangnan New Industry Innovation and Start-up Base: the total investment is 900 million yuan, the total land area is 73 mu, and the construction area is 150000 square meters. After completion, it can undertake the business of Pearl River Delta, serve southern Hunan, promote the development and transformation of urban industries, and provide comprehensive service support for all kinds of innovative entrepreneurial activities, such as scientific research and development, capital operation, information consultation, etc., deadly promoting the Hengyang high-tech zone innovation ability development, enlivening the local economy.
　9. High-tech Future City Creation: the total investment is about 500 million yuan, the total land area is 38 mu, and the total construction area is 100000 square meters. It combines business incubator, roadshow platform, creative space, and entrepreneurial community, aiming to build a cluster of mobile Internet urban youth to start a new life.
  10. Bellance Medical Science and Technology Park: the total investment is 500 million yuan. Invested by Hunan Bellance Medical Science and Technology Co., Ltd., it will build plants, R & D centers, product testing centers, comprehensive buildings and so on. It will become the first company in Hunan province to produce and sell high-end human implant materials. It is expected to generate more than 180 million yuan in profits and taxes per year after putting into production.

  Hunan Hengyang Xidu High-tech Industrial Park was Hengyang Xidu Economic Development Zone in nature. It was established in 1992 and designated as a provincial development zone by the Hunan Provincial people's Government in 1994. In 2012, it was approved by the provincial people's government to upgrade to a new high-tech industrial park with its present name. It has been granted many honors since its establishment.
  It has superior location. It is located in the central area of the national industrial transfer demonstration zone, at the south of Heng Mountain, close to Hengyang urban area, and the overall planning area of 30 square kilometers. Transportation is very convenient. It is 18 km from Hengyang Railway Station, 15 km from Xiangjiang River Thousand-ton Wharf, 10 km from Hengyang Customs, 30 km from Nanyue Airport, 30 km from Nanyue Airport, and many roads run through the whole region, such as Beijing-Guangzhou Railway, Hunan-Guilin Railway, Beijing-Zhuhai Expressway, Hengyang-Kunming Expressway, No. 107 National Highway, Hengyang-Shaoyang Expressway, Tan-Heng West Expressway, Hengyang-shaoyang-Huaihua Railway and S315 Provincial Road.
  There are plenty of resources. Hengyang County contains porcelain mud, iron, granite, vanadium pentoxide and more than 30 kinds of minerals, of which the reserves of kaolin, albite and potassium feldspar amount to 200 million tons. With its reserves and high grade, it ranks the highest in Asia. Porcelain clay is famous for its pure white and high aluminum content. Therefore, it is named as "Hengyang soil" by the international porcelain industry. In recent years, the exploration and exploitation of vanadium pentoxide ore has a potential capacity of 2 million tons, which is rare in China. The county has a total of 1.23 million people, including abundant labor resources of more than 300,000 migrant workers. And the current resident population of the county is close to 200000 yuan and will reach 300000 by 2020. It has enormous development potential. It has rich agricultural resources, of which the grain, cotton, oil, pigs are for the top 100 in China.
  It has supporting facilities. For more than a decade, according to the  developmental idea of "new industrial city, new urban district and industrial city", 3 billion yuan has been invested in the construction on the basis of scientific planning, closing to urban area and being included in the radiation, and the basic facilities, such as hydropower, road, gas and so on, have been improved. Many constructions , such as Qingjiang Road, Yuhua Road, Liansheng Road, Peiyuan Road, Hongshan Road, Yingqiu Avenue and other three vertical and five horizontal network construction, water supply network construction, power supply network erection and so on, have been completed successively. The infrastructure of the park has been improved day by day, and the carrying capacity has been continuously improved.   
  It benefits from preferential policies. In the district, it adopts "closed management, standardized operation" and "one-stop service, one-stop examination and approval, a single department handling complaints" mode of operation. Up to now, with more than 100 projects setting up in the region and contract utilization funds of 11.6 billion, the effect of industrial agglomeration is more and more obvious. And three leading industries have been formed in the region. And the second is the city-type Industrial Cluster, an auxiliary industry, represented by Deyang Shoes, Henglifeng Ceramics,Tiantianjian Comb, Jiaoshan Rice Industry and Athena Stone Industry. And the third is the Electronic Commerce Logistics Cluster, a supporting industry, represented by VIPSHOP and new cooperative logistics.

  During the 13th Five-Year Plan period, Xidu High-tech Zone will continue to implement the "New Industrial City, Urban New Zone, Industrial City Integration" Development Strategy and vigorously implement the "135" Project to strive to introduce 100 new industrial projects into the park, and complete the total industrial output value of 50 billion yuan, industrial tax revenue of more than 1.5 billion yuan by 2020, realizing the good and fast development of the park.

  Chejiang district in Hengnan county, located in suburb of the city, is the best choice for Hengyang people to get away from chaos and noises and close to nature and experience the pastoral life.The famous attraction named Shiniu Peak is renowned for its beautiful peaks, lush vegetation, verdant trees, and evergreen forest in four seasons. Hengshan Economic Developmental Zone of provincial level was established in July 1992 with the approval of provincial government. The planned area of 3.5 square kilometers is expected to be  completed in 18 years. The zone includes three subzones, namely, Kaiyun, Zijin and Huanghuaping, and an Changjiang Industrial Park.
