China will take further steps to improve its business environment and attract more foreign investment, according to a circular released on Aug 13 by the State Council, China's cabinet.


To improve investment quality, the nation will draw more foreign investment in key sectors and support foreign enterprises to establish research centers in China, cooperate with domestic enterprises in technology exploration and application and undertake major research projects.


The service sector will see more opening-up as pilot regions will introduce a package of measures to comport with international trade rules, and encourage combined financing and securitization of intellectual property rights.


China will also encourage eligible foreign investors to establish companies and regional headquarters to expand channels for foreign capital.


Foreign enterprises will be supported in gradient industrial transfers from China's eastern regions to central, western, and northeastern areas based on pilot free trade zones, State-level new areas and national development zones.


To guarantee national treatment for foreign enterprises, the nation will ensure their legal participation in government procurement, equal role in standards formation and fair treatment in supportive policies.


In addition, more work will be done to enhance the protection of foreign businesses' rights, strengthen law enforcement and standardize policy and regulation formation in foreign trade and investment.


In terms of investment facilitation, China will optimize its residence policies for employees of foreign enterprises and explore a safe management framework for cross-border data flows with less frequent inspection of those with low credit risks.


Fiscal and tax support is also on the way, as the nation will strengthen its guarantee of promotion capital for foreign investment and encourage foreign enterprises to re-invest in China, especially in designated sectors.


China to Further Optimize Environment for Foreign Investment

China published a regulation on Sunday concerning the supervision and administration of private investment funds, the country's first administrative regulation on the sector, marking the latest move to safeguard the healthy development of the industry and protect investors.


The regulation, with 62 items in seven chapters, will come into effect on Sept. 1, 2023, the State Council said in a statement.


The regulation aims to encourage the standardized and healthy development of the private investment fund industry, better protect the legitimate rights and interests of investors, and encourage the industry to further play a role in serving the real economy and promoting scientific and technological innovation.


The regulation clarifies the scope of application, specifies the obligations and requirements of private fund managers and custodians, regulates fundraising and investment operations, and strengthens supervision and management as well as legal liability.


The new rules also make special provisions for venture capital funds, showing that China is encouraging investment into technology companies and start-ups.


Also on Sunday, China's top securities regulator said it would make solid efforts to promote the implementation of the regulation, draw up related measures and rules, and further refine the regulatory requirements, to better leverage the positive role of private investment funds in satisfying financing demands.


The private investment fund sector has developed rapidly in China, playing a positive role in serving the real economy while supporting entrepreneurship and innovation.


As of May, about 22,000 private investment managers had been registered, managing funds of around 21 trillion yuan (about 2.92 trillion U.S. dollars), ranking among the top globally.


China Unveils Regulation on Private Investment Funds

China nurtures 240 influential platforms in area seen as critical to tech mastery


China will draft new policies to promote the development of the industrial internet — a tech frontier in which all major economies are scrambling to establish a beachhead — as it is widely seen as a cornerstone of the fourth industrial revolution, the country's top industry regulator said on Thursday.


The comments came as the industrial scale of China's industrial internet exceeds 1.2 trillion yuan ($167.7 billion). The industrial internet refers to the convergence of industrial systems with the power of advanced computing, analytics, sensing and new levels of connectivity.


Zhang Yunming, vice-minister of industry and information technology, said in a speech at the 2023 Industrial Internet Conference in Suzhou, Jiangsu province, that the industrial internet is an important cornerstone of the fourth industrial revolution, a key foundation for the deep integration of the digital economy and the real economy, and a strategic infrastructure for new industrialization.


Zhang called on local governments to increase collaboration with his ministry and strengthen policy coordination and support such as funding, technology, talent, and data in order to continuously optimize the policy environment for the innovation and development of the industrial internet.


The move comes as this year marks the end of Zhang's ministry's three-year plan for the innovative development of the industrial internet.


Facing new situations, tasks and requirements, the ministry will draft new policies to promote the high-quality development of industrial internet, Zhang added.


"We must adopt problem-oriented approaches, and focus on solving the pain points and difficulties that restrict the large-scale promotion of the industrial internet," Zhang said, calling for more efforts to achieve breakthroughs in crucial technologies and applications.


He said that so far, China has nurtured 240 influential industrial internet platforms, and 28 of them are cross-industry and cross-domain platforms.


Moreover, the country has built a comprehensive identification and analysis system for the industrial internet, which covers 31 provincial-level regions, serving over 260,000 enterprises.


The Alliance of Industrial Internet has attracted over 2,500 domestic and international members from over 80 industries, becoming the world's largest ecological cooperation carrier in the field of industrial internet, according to the ministry.


Wu Hequan, an academician at the Chinese Academy of Engineering, said more efforts are needed to beef up the development of industrial central processing units, which are important computing hardware for the industrial internet.


Yuan Jie, chairman of China Aerospace Science and Industry Corp, said the company will ratchet up resources to achieve breakthroughs in artificial intelligence, industrial software and other key technologies so as to better hone the company's edge in the industrial internet for the aerospace industry.


Pang Songtao, general manager of Inspur Yunzhou, a unit of Inspur Group that focuses on the industrial internet, said it is an effective tool to bridge the digital divide. In addition to parks and industrial clusters, the company has helped several sectors including equipment, electronics, chemicals, mining, steel, energy and food to embrace digital transformation in research and development, design, production and manufacturing.


Xiao Rongmei, deputy head of the institute of policy and economics at the China Academy of Information and Communications Technology, said that in 2022, 53 industrial internet companies had initial public offerings, bringing the total number of listed industrial internet companies to 277 by the end of May.


Policies to Spur Industrial Internet

China will roll out more targeted and effective measures to improve its business environment at a faster pace, in an effort to bolster economic recovery, according to a State Council executive meeting chaired by Premier Li Qiang on Friday.


The measures will focus on fair competition, intellectual property rights protection, a unified market and easing market access, the meeting said.


As the foundation of economic recovery is not yet solid, the meeting stressed the significance of building a market-oriented, law-based and internationalized business environment to stabilize expectations further, build up confidence and stimulate market vitality.


The high-quality development of the new energy vehicle industry was another focus of the meeting. More will be done to optimize the sector's industrial layout and tackle key technological problems in areas such as power battery systems, new chassis architecture and intelligent driving systems.


Efforts will also be made to improve battery recycling, promote the integrated development of vehicles, energy, roads and the cloud, and ensure the whole industrial chain becomes more independent and greener.


China will extend and optimize its purchase tax reduction and exemption policies for new energy vehicles and construct high-quality charging infrastructure to unleash consumption potential, according to the meeting.


A draft law on preschool education was also approved for deliberation by the National People's Congress Standing Committee.


China will plan the allocation of preschool education resources in a scientific manner and in accordance with the progress of new urbanization and a changing school-age population, the meeting said.


The government will ramp up spending on preschool education and give greater preference to rural and ethnic minority areas, according to the meeting.


China Plans More Measures to Improve Business Environment

China has released a guideline document to promote the stability of its foreign trade scale and to improve its structure.


Foreign trade plays a crucial role in maintaining the stability of economic growth and employment, and the country aims to expand its market by boosting the promotion of trade, according to the document, which was issued by the General Office of the State Council.


It said that China will push for the comprehensive restoration of offline domestic exhibitions and strengthen its support for foreign trade companies participating in overseas exhibitions.


The guidelines noted the importance of efforts to facilitate the orderly resumption of international passenger flight services, especially those in key domestic aviation hubs.


China will also focus on scaling up its imports and exports of key foreign trade products, making efforts to connect auto companies with shipping companies and accelerating the revision of its catalogue of encouraged technology and product imports, according to the document.


It also said that the country will step up its financial support, including efforts to encourage government-funded financing institutions to provide financing and credit enhancement support for small and micro foreign firms.


In terms of expediting the innovative development of foreign trade, the guidelines underline the importance of efforts to support foreign trade enterprises in expanding their sales channels through cross-border e-commerce and other new business modes.


The country will also improve the efficiency of its goods transportation and customs clearance to optimize the foreign trade development environment, the document said.


China Issues Guidelines to Stabilize Scale, Optimize Structure of Foreign Trade


Recently, the General Office of the People's Government of Hunan Province issued the "Three-Year Action Plan for Optimizing Business Environment in Hunan Province (2022-2024)". It outlines that more improvement will be made in the business environment of Hunan Province through three years of hard work; one or two cities may be included into the first-class ones in the evaluation of China's business environment; and such business environment brand as "Doing Business Conveniently in Hunan Province" can be fully promoted.


The "Action Plan" focuses on the two core demands of stimulating innovation vitality and maintaining fair competition and was benchmarked against 18 first-level indicators of the national business environment evaluation index system. It proposes implementing five major actions, including optimizing government affairs services, speeding up project approvals, reducing operating costs, improving the market environment, and raising the goal of protecting rights and interests.


The plan refines tasks from strengthening the standardization of business establishment, improving the level of government affairs services, optimizing tax payment services, and promoting cross-border trade facilitation, to promote the optimization of government affairs services. It proposes to deepen the reform of the approval system for construction projects, improve access to water and electricity services, and increase the efficiency of real estate registration, to speed up project approvals.


To reduce the operating costs of market entities, the plan clearly states that it would enhance corporate credit support, employment guarantees, and the implementation of policies that benefit enterprises.


In terms of improving the market environment's quality, it asks to further enhance the market supervision mechanism, optimize the government procurement environment, promote fair bidding and tendering, and carry forward inclusive innovation. On the promotion of rights and interests protection, it calls for reinforcing the safety of small and medium-sized investors, strengthening the creation, preservation and utilization of intellectual property rights, improving contract execution efficiency, and optimizing corporate bankruptcy procedures and supporting mechanisms.


The release of the action plan further demonstrates Hunan's confidence in and determination to be brought into line with the first-class level of advanced regions and to continuously optimize the business environment. Hunan government encouraged all the cities, prefecture, and departments to introduce more original and differentiated reform measures based on actual conditions. It will support Changsha in striving to become a national business environment innovation pilot city, support China (Hunan) Pilot Free Trade Zone and various functional zones to play the leading and exemplary roles, and pilot reform measures conducive to optimizing the business environment.


Hunan Issues 3-year Action Plan for Optimizing Business Environment

Main responsibilities of Hengyang Municipal Bureau of Public Security are:

Functions: 
I. Implement the guidelines and policies as well as laws, rules and regulations related to housing, land, geological mineral resources and housing reform work;   study and draw up the drafts of local rules, regulations and relevant policies on housing, land, geological mineral resources and housing reform work in the light of the actual circumstances in the city, and organize the implementation of relevant rules, regulations and policies.

Main Responsibilities:

To draft and organize the implementation of pollution prevention laws, regulations and administrative measures concerning air, water, soil, noise, solid waste, toxic chemicals and motor vehicles; to formulate plans for the total discharge quantity of pollutants; to undertake the issue of licenses for importing and exporting waste used as raw materials; and to participate in the registration and management of toxic chemicals` import and export.

III. To supervise the exploitation and utilization activities of  natural resources which have an impact on the ecological environment, important ecological environmental construction and rehabilitation work of ecological destruction; to supervise and examine  environmental protection work in the natural reserves, famous scenic spots, forest parks; to supervise and examine biological diversity protection, wild animal and plant protection and wetland environmental protection work; to undertake the declaration of new national natural reserves in this city, and to be responsible for putting forward proposals on the ratification of the new municipal natural reserves to the municipal government and keep these on record; to supervise and administer the natural reserves at municipal level.

IV. To guide and coordinate the solving of major environmental problems in this city; to investigate and handle  major environmental pollution accidents and ecological destruction accidents; to coordinate  inter-regional environmental pollution disputes; to organize and coordinate pollution prevention in key areas, drainage areas and regions in this city; to be responsible for environmental supervision and administrative inspection of environmental protection; to organize the implementation of law enforcement inspection of environmental protection in the city.

V. VII. To organize  demonstration projects of science and technology development, scientific research and technology on environmental protection; to administer the environmental management system certification and environmental symbol certification in this Province; to build and organize the implementation of environmental protection aptitude ratification system; to guide and promote the development of the environmental protection industry.

VIII. To be responsible for environmental monitoring, statistics and information; to formulate the local environmental monitoring systems and regulations; to organize the establishment and management of the provincial environmental monitoring network and environmental information network; to organize  quality monitoring of the provincial environment and supervisory monitoring of pollution sources.

IX. To implement the national fundamental principles concerning global environmental protection; to be responsible for cooperation and communication on environmental protection; to organize and coordinate the implementation of the environmental protection convention in this Province; to manage  international economic cooperation within the environmental protection system; to coordinate the projects using foreign investment related to  convention implementation; to be responsible for foreign-related environmental protection affairs as authorized by the provincial government.
