  The CCID Consulting recently released its 2025 rankings of the "Top 100 Digital Cities" and "Top 100 Digital Economy Cities." Changsha, Changde, Yueyang, and Hengyang were named among the "Top 100 Digital Cities," while Changsha, Yueyang, Changde, Hengyang, and Zhuzhou secured spots in the Top 100 Digital Economy Cities.

  The "Top 100 Digital Cities" list comprehensively evaluates the comprehensive development level of cities in digital infrastructure, digital technology innovation, and digital governance and services. The "Top 100 Digital Cities" assessment focuses on measuring the competitiveness of digital industries and the scale and efficiency of digital transformation in traditional industries.

  Cities across Hunan Province have been enhancing their digital competitiveness with distinct characteristics. Changsha, as the provincial innovation hub and comprehensive transportation center, boasts a well-developed digital industrial ecosystem. Yueyang and Changde leverage their port facilities and manufacturing foundations to excel in integrated applications such as industrial internet and smart logistics. Hengyang and Zhuzhou as industrial centers, have achieved significant progress in digital transformation within sectors like intelligent manufacturing and rail transit.

  Compared to last year, the number of cities from Hunan featured on the rankings has remained stable while showing a steady upward trend. Changsha maintained its leading position on both lists, ranking 16th and 13th respectively—each ranking improved by one spot. Hengyang saw a notable rise, climbing three places on both rankings.

  In recent years, Hunan has systematically advanced the digital transformation of its manufacturing sector and vigorously implemented an "Empowering Enterprises with Intelligence" Campaign, providing robust momentum for the development of the digital economy. By the end of August this year, there were 43 provincial-level intelligent manufacturing benchmark enterprises and 149 benchmark workshops cultivated provincewide. Seventeen enterprises were selected as national-level outstanding smart factories, placing Hunan's overall intelligent manufacturing capabilities among China's top tier. The green intelligent computing sector—a core industry within Hunan's digital economy—has experienced rapid growth, reaching 852 billion CNY in 2024, a year-on-year increase of 19.2%.


Hunan's Five Cities Listed as China's Top 100 Digital Cities

The inauguration ceremony of a construction machinery remanufacturing and maintenance base and the centralized vehicle launching ceremony were held at the Changsha Area of China (Hunan) Pilot Free Trade Zone on March 11, 2025. Hunan Vice Governor Cao Zhiqiang unveiled the plaque and announced the launch.

The construction machinery remanufacturing and maintenance base consists of a remanufacturing and maintenance center, a trading and exhibition center, and a comprehensive service center, and currently hosts 11 settled enterprises. The base can effectively address the issues of being "scattered, disorder, and small" in the construction machinery remanufacturing and maintenance industry, thereby stimulating market vitality. Changsha Area will develop the first remanufacturing and maintenance standard system, and establish the first construction machinery whole-process traceability platform.

The China Construction Machinery Test Center (CCMTC) issued the Implementation Rules for Testing and Certification of Construction Machinery Remanufacturing and Maintenance Base and the first certificate of construction machinery remanufacturing and maintenance products of China pilot free trade zones. The Hunan Provincial Tax Service of the State Taxation Administration delivered the first value-added tax (VAT) invoice of the base. The Changsha Customs Authority issued the first certificate of origin (CO) for the base. The Traffic Police Headquarters of the Public Security Department of Hunan Province awarded a plaque to the road-type second-hand equipment export registration service station.

After inauguration, 566 sets of equipment from Sany, Zoomlion, Sunward and other enterprises were dispatched simultaneously, covering more than 10 categories such as excavators, pump trucks, and rotary drilling rigs. With a total value of 551 million CNY, the products will be sold to Southeast Asia, Africa, Central Asia, the Middle East and other regions.

The China (Hunan) Pilot Free Trade Zone has organized more than 20 enterprises to carry out export business of remanufactured and repaired equipment. About 2.4 billion CNY of equipment will be exported to 21 countries in Africa, Southeast Asia, and Central Asia.

Construction Machinery Remanufacturing, Maintenance Base Officially Opens in Hunan

An annual working conference on Hunan's ports was convened in Changsha on March 7. According to the conference, the provincial port authority will focus on expanding channels and enhancing efficiency this year.

Hunan's three railway-based international trade channels—China-Europe (Changsha) freight train service, Hunan-Guangdong-Africa rail-sea intermodal transport service, and Huaihua-ASEAN freight train service—each reached the 1,000-trips milestone in 2024. Hunan will continue stabilizing the scale and optimizing the structure of the five international trade channels this year, and will also expand the services to benefit more cities and prefecture.

In 2025, Hunan will continue to advance "road-to-water, road-to-rail, and bulk cargo-to-containers" shifts in transport services, to vigorously promote "door-to-door and end-to-end" transport models, and to support the Hunan-Guangdong-Africa rail-sea intermodal transport service and other new models of "one-stop" international freight service, comprehensively expanding the service coverage of these channels. Priority will be given to Changsha in building a national hub for China-Europe freight train service, and rolling out continued supportive policies for China-Europe freight train service. Meanwhile, efforts will be made to advance the construction of Hunan's "smart ports" system, relying on the "Single Window" service for international trade.

In 2024, the China-Europe (Changsha) freight train service recorded 1,078 trips for imports and exports, with a cargo value reaching approximately 21.846 billion CNY, marking a 19.83% year-on-year increase. The Hunan-Guangdong-Africa rail-sea intermodal transport service completed 1,095 trips, up 76% year on year. The Huaihua-ASEAN freight train service handled 1,009 trips, surging 121.76% compared to the previous year.

Yueyang's Chenglingji Port handled 204,300 TEUs in foreign trade, growing 26.58% over the previous year. Changsha airport operated six international air cargo routes, delivering 69,200 metric tonnes of international and regional cargo and mail throughput, up 14.95% year on year.

The ports in the province recorded 1.629 million inbound and outbound trips, rising 130% over the previous year. The total number of inbound and outbound travelers, as well as the number and the proportion of foreign travelers all ranked first in the central region of China.

Hunan to Continue Enhancing International Trade Channels in 2025

On the afternoon of November 1, Hunan Governor Mao Weiming shared a piece of good news with the participants at the executive meeting of the provincial government. The All-China Federation of Industry and Commerce announced the results of the 2021 “Business Environment Evaluation by Ten Thousand Private Enterprises”. Hunan Province ranked 8th nationwide, 2 places higher than last year. Changsha ranked 9th, 4 places higher than last year. Both took the lead in central China.


“This is a great encouragement and affirmation of what Hunan Province has been achieved.” Governor Mao pointed out that optimizing the business environment is always on the way. He asked all the departments at all levels to adhere to goal, problem, and result orientation; focus on public services, market entities, and tough tasks; and spare no efforts to create a first-class business environment.


Meanwhile, the meeting passed in principle the “Twenty Measures to Further Reforms to Streamline Administration and Delegate Power, and Boost the ‘Five-good’ Industrial Parks Construction”. This was another major policy aimed at government function reform. All the measures are well-aligned with the needs of market entities. They will inject a “boosting agent” into the building of the “Five-good” industrial parks.


Since the beginning of this year, the whole province has deeply promoted the reform of streamlining administration and delegating power. It strives to create a market-based international business environment that respects the rule of law, with dynamic market, public praised reform, and heart-warming service.


Accurate implementation of a series of measures has achieved remarkable results:

-Implement services such as “full online processing, making appointments at staggered time, and taking the initiative to help handle affairs”;


-“One-step Approval Process” reform has become a well-known government service brand in China and has been included into the “Implementation Outline on Promoting the Building of a Law-based Government (2021-2025)” issued by the CPC Central Committee and the State Council;


-Pay close attention to optimizing the business environment, and carry out business environment assessment for cities and prefecture, which has ranked first nationwide for two consecutive years; and,


-Put forward ten measures of guaranteeing land use security, talents and financial services serving Three Highlands and Four New Missions Strategy, to ensure a stable supply of energy and power, and effectively solve the problem of enterprise labor and energy use.

Hunan Business Environment Ranks Eighth in China

The Famous Hunan Entrepreneurs Spring Festival Symposium was held on February 13. The Hunan Federation of Industry and Commerce (HFIC) conferred plates for the first batch of its overseas liaison offices at the event. 

 

These offices were established to implement Hunan's innovation-oriented opening up and development strategy, and enhance high-quality "going global" and "bringing in". It was initiated by the HFIC, collaborated with 15 overseas Hunan chambers of commerce, such as the Hunan Chamber of Commerce in Canada, UK Hunan Association, and Hunan Chamber of Commerce in France. The offices will assist the member enterprises in participating in the "Belt and Road" Initiative, and contribute to promoting Hunan enterprises to the global market, and attracting foreign investment and start-ups. 

 

Wu Lili, chairwoman of the UK Hunan Association, was appointed as director of the HFIC liaison office in UK. "It is an honor, and also responsibility. We will spare no effort in fulfilling our responsibilities, and contribute to Hunan-UK economic and cultural exchanges," Wu said. 

 

The Hunan chambers of commerce have flourished all around the world recently. There are more than 350 chambers in over 170 foreign cities and regions. More than 600,000 member enterprises hold a total asset of over 3 trillion CNY. 

 

There were 245 Hunan businessmen present at the symposium, including heads of 19 overseas Hunan chambers of commerce; presidents and secretary-generals of more than 100 Hunan chambers of commerce in other provinces and regions; and, leaders of 39 HFIC industrial associations. They promised to encourage their member enterprises to invest in Hunan, to facilitate Hunan’s development.

Hunan Federation of Industry and Commerce Establishes Overseas Liaison Offices

The Hunan Department of Commerce collaborated with the Export-Import Bank Hunan Branch, and the Industrial and Commercial Bank (ICBC) Hunan Branch to launch a financing promotion campaign on May 14. It aims to facilitate capital raising for enterprises, and stabilize foreign trade. The two banks will invest at least 100 billion yuan to support Hunan’s opening up and development. 

He Baoxiang, vice governor of Hunan, announced the launching of the campaign.


Hunan’s open economy has stood up to the shocks brought by the epidemic this year. This campaign is significant for Hunan to stabilize foreign trade and investment. The ICBC Hunan Branch and the Export-Import Bank Hunan Branch respectively rolled out 10 and 5 supporting measures, to provide a financing scale of at least 100 billion yuan to support Hunan’s open economic development, and give priority to the qualified foreign trade and foreign funded enterprises.


Vice Governor He hoped that financing institutions will take the lead in providing credit and loans for cooperation; enterprises strive to promote themselves; and, governments give guidance to the campaign, in a bid to foster new momentum of open economy and stabilize foreign trade and investment. All parties concerned should enhance mutual trust and collaboration to consolidate and expand cooperation among governments, banks, and enterprises.

Hunan Business Environment Ranks Eighth in China

“We have got down to plan and design this chunk as early as 2018.”He Qiusheng, chairman of Hunan Hengyuan Group, said in an interview that Qidong country is located in the southwest of Hengyang in Hunan and is a crucial channel to help Hunan connect with Pearl River Delta Area and Yangtze River Delta Area. 4. Virtual University Town: The total investment is 700 million yuan, the planned land area is 76 mu and the construction area is about 140,000 square meters. It is constructed in accordance with the model of "one park, multiple schools, and campus joint construction", to create an innovative demonstration base of industry-university-research integration supported by well-known universities at home and abroad . This project is a key project supported by the National Special Fund and is expected to be completed and put into operation by the end of 2018.


5. Emerging Financial Center: With a total investment of 1.2 billion yuan, a planned total land area of 103 mu and a total construction area of 200,000 square meters, the emerging financial center project aims directly at the top financial service institutions with an advanced strategic vision and strives to create a financial landmark in the city, planning to build the financial center of the whole city and even the southern Hunan region.


6、Innovation Center: The total investment is 800 million yuan, the total land area is 70 mu and the total construction area is 145,000 square meters. It mainly include science and technology centers, roadshow platforms, intellectual property trading platforms, technology business incubators, service outsourcing management, public technology service platforms, personnel training and exhibition service platforms.


7. Entrepreneurship Center: The total investment is 1.1 billion yuan, the planned total land area is 80 mu and the total construction area is 160,000 square meters. It is estimated that 500 high-tech enterprises will be incubated and 5000 people will be employed within 10 years after completion. It was completed and officially put into operation at the end of 2018, with an annual profit and tax of more than 200 million yuan.


8. Southern Hunan Emerging Industry Innovation and Entrepreneurship Incubation Base: it covers a total investment of 900 million yuan, a total land area of 73 mu and a building area of 150,000 square meters. After completion, it can undertake the Pearl River Delta, serve southern Hunan, promote the development and transformation of urban industries, and provide all-round service support such as scientific research and development, capital operation, and information consulting for various innovative and entrepreneurial activities, which will effectively promote the development of Hengyang High-tech Zone’s innovative capabilities and active local economy.


9. High-tech Future City Innovation Valley. The total investment is about 500 million RMB, the total land area is 38 mu and the total construction area is 100,000 square meters. It integrates entrepreneurial incubators, roadshow platforms, crowd-creation spaces, and entrepreneurial communities, aiming to create mobile Internet urban youth a cluster of entrepreneurial new life.


10. Beilansi Medical Technology zone: the total investment of it is 500 million yuan, invested and constructed by Hunan Beilansi Medical Technology Co., Ltd., it will be built into a factory building, research and development center, product testing center, comprehensive building, etc. After completion, it will become the first enterprise in the province that produces and sells high-end human implant materials. It is expected to generate more than 180 million yuan in profits and taxes after it is put into production.

Hengyang County in Southern Hunan is located in the south of Hengshan Mountain, covering a total area of 2558 square kilometers of jurisdiction over 25 townships with a total population of 1.23 million.

Xidu town in this county is a national civilized health county, 18 kilometers from Hengyang City, Hunan Province's second largest city, and through Jiefang West Road and Chuanshansi Road, it connected with Hengyang city.   Recently, informed by Investment Promotion Bureau of Qidong  power station project jointly invested by Hunan Tianhe Solar Energy Electricity Developing Limited Company and Hunan Jiusheng New Energy Technology Limited Company settled in Qidong county, with a total investment of about 2 billion yuan.  
   

  The project is one of the major signatory projects of Qidong county this year. Du Dengfeng, the Magistrate of Qidong county attended the signing ceremony in the flesh and gave an important speech on June 24. The persons in charge from departments like Qidong County Government Office, County Development Zone, County  Bureau of Investment Promotion, County Bureau of Land and Resources , County Bureau of Forestry , County Commission of Development and Reform, County Bureau of Housing and County Bureau of Electricity , County Bureau of Office Affairs, Shitingzi town, Baidi town and all attended the signing ceremony.
   

  The construction period of the project is 3 years and the project covers an area of 5000 acres, taking a means of expropriating and leasing land together, which is done by stages and in groups. The first phase of construction is mainly three items: Shitingzi town 20MW and Baidi town 20MW farm light complementary distributed PV power station, Guiyang industrial zone standardized workshop 4MW distributed rooftop PV power station and the County Government Office Building 300KW distributed rooftop PV power station.
