On the morning of January 24, the meeting on "Improving the quality of high school education and training top innovative talents" was held in the conference room on the eighth floor of the Municipal Bureau of Education. Gong Xueyu, Vice Mayor of Municipal Government, presided over the meeting and delivered a speech. Liu Dingan, Deputy Secretary-General of the Municipal Government, attended the meeting. The leading members of the Municipal Education Bureau and the relevant department heads, the principals of the city's provincial and municipal model general high school schools, the principals of the city's municipal general high school, and the head of Municipal Research Institute of Education attended the meeting to discuss the method for the development of high school education in the city.

At the meeting, Vice Mayor Gong Xueyu conveyed the spirit of the Standing Committee of the CPC Hengyang Municipal Committee(the Standing Committee) on special research into education. The meeting held that in recent years, with the rapid development of high school education in our city, the student number  reaching admission score of the first and second tier universities has increased year by year, which achieved good results. However, there are still shortcomings in transferring innovative talents to " Double First-Class" initiative universities such as Peking University and Tsinghua University. How to break through this bottleneck and train more top innovative talents is an urgent task for those who stand in the teaching post. The principals spoke actively about how to improve the quality of high school education and perfect the work of training top innovative talents. In the light of the current situation of education and teaching in their respective schools, they expressed their worries about the loss of high-quality students, the difficulty of recruiting teachers, the lack of high-quality educational resources, the shortage of high-school enrollment and school funds. They also proposed suggestions and opinions on how to protect seedlings, introduce educational talents, smooth access for teachers, and teamwork to train top talents.It is hoped that Municipal Committee of the CPC and Municipal Government will further support the development of education and accelerate the research and solution of educational security systems such as school investment, teacher treatment and school autonomy. Based on their own work, the relevant leaders of Municipal Bureau of Education and Municipal Research Institute of Education analyzed the current quality of education, and put forward opinions and suggestions for the existing problems and shortcomings. Deputy Secretary-General Liu Ding'an asked us to look at the problem in two parts, emphasizing the need to grasp the long-term the immediate relationship, the subjective and objective relationship, the software and hardware relationship, and make good use of relevant policies such as the "Yanzhen Talent Program" to introduce a group of high-quality teachers to lead to create a new situation in the cultivation of top talents in the city.

After listening to all the speeches, Vice Mayor Gong Xueyu fully affirmed the achievements of the city's general high school education in 2018, and put forward specific work requirements: First, the Municipal Bureau of Education should seriously study the issues raised by the principals and provide policy and financial support.The Municipal Research Institute of Education should strengthen the guidance of teaching business.Second, We should strengthen the training of " top innovative" talents and make a thorough study of the enrollment policy of " Double First-Class" initiative universities in our country, to adapt to the changes in the new college entrance examination reform and talent selection methods, and to actively explore the training methods for outstanding innovative talents, especially the training methods of Tsinghua University and Peking University Students, so as to promote the growth of all types of talents.In terms of innovation potential, science and technology events, and results of the Olympic Games, more students should participate in independent enrollment and comprehensive evaluation, and pass the selections, enter the  " Double First-Class" initiative universities such as Tsinghua University and strive to achieve new breakthroughs and good results in this year's college entrance examination.Third, we should further improve teachers' professionalism, ethics and knowledge level, further perfect the system and mechanism to guide the cultivation of "top innovative" talents, and stimulate teachers' enthusiasm to devote themselves to teaching and educating people.
