  Recently, State Administration of Taxation and Ministry of Education of the PRC jointly released "Note of Intensifying the Publicity and Education of Tax Law among Teenage Students", which requires that local tax authorities and educational administrative departments intensify the publicity and education of tax law among teenage students, and pay close attention to the vividness of the content and the diversity of the methods so as to infiltrate the knowledge of tax law into the teaching activities. Besides, it helps teenage students accept the knowledge of tax law imperceptibly from various activities of publicity and education. Moreover, it becomes a common pursuit and a conscious action among teenage students to worship, study and apply tax law .
  As an important part of comprehensive implementation of the basic strategy of law-based governance of the country, the intensification of the publicity and education of tax law among teenage students plays a significant role in promoting the students to set up a concept of the rule of law from childhood, strengthening the consciousness of tax law in the whole society and improving the compliance of tax law. It is reported that in recent years, activities with the theme of "tax law entering the campus" have sprung up like mushrooms. In the past national tax revenue publicity month which falls on every April, the innovative forms of local tax authorities have achieved notable results in guiding the majority of teenage students to become "learners" and "implementers" of tax law.
  The Note points out that we should actively explore the practical, experiential and participatory education, sticking to focusing on legal education in school and taking popular ways that are appropriate for cognitive characteristics and comprehension ability of teenagers as the guidance. In order to enhance the consciousness of tax law among students, ways like compiling books concerning the publicity and education of tax law or excellent tax officers' giving lectures are encouraged. 
  The Note requires that we comprehensively plan and integrate social educational resources. Furthermore, considering the publicity and education of tax law as the important educational content of the practice base of legal education for teenage students, we are going to carry out the educational activities of tax law in an interactive and entertaining way. Besides, it can be a good choice to organize students to visit the museum of tax history, the exhibition hall of tax culture and other education bases of tax law. We set up tax experience day and invite student representatives to the tax authorities and tax service offices so as to enhance the experience of tax handling.
  The Note states that we should take an active part in developing extracurricular courses through a variety of means like tax law quizzes, speeches around campus and animation contests. Additionally, we need to bring the publicity of tax law into the campus activities by means of the blackboard newspaper, the propaganda column, the multimedia teaching, the campus broadcast and so on. We comprehensively plan and integrate social educational resources and enhance the experience of tax handling in order to promote the universal education of tax law into the effect of intelligent interaction and entertaining education.
  In addition, the Note requires that we make full use of the network platform and take advantage of the network to popularize the educational resources of high quality tax law as well as mediums like the national youth net of law popularization of the Ministry of Education, online activities of law popularization and juvenile journals of law popularization. Moreover, we can further expand the coverage and participation of the popularization and education of tax law through online learning, online live broadcasting and solicitation activities
  Some responsible staffs of State Administration of Taxation and Ministry of Education of the PRC indicated that local tax authorities and educational administrative departments should report the activities about the publicity and education of tax law among teenage students in real time. We should adhere to the combination of inside and outside of school, curricular and extracurricular of class, online and offline, and promote the publicity and education of tax law from school to family and society, so as to constantly improve the awareness of the rule of law and the legal quality of tax among teenage students and to explore the establishment of the long-term mechanism concerning the publicity and education of tax law for teenagers.

  Are school buses safe? Can students go to school and back home safe and sound? Those have been big matters in the minds of leaders of Hengyang Municipal Education Bureau since the beginning of the first semester of 2015. On March 4 in the morning, before 7:20 am., inspection groups, led by Zhou Faqing, director and secretary of Party Committee of Hengyang Municipal Education Bureau and composed of traffic police detachment, transportation management office, etc., successively came to main thoroughfares and school bus companies in four districts and New and Hi-tech Development Zone to secretly investigate the operating condition of school buses. Peng Tianwen, deputy director of Hengyang Municipal Education Bureau also joined in the investigation.

  At thoroughfares in Yanfeng District, Shigu, District, Zhengxiang District, Zhuhui District and New and Hi-tech Development Zone, the inspection group successively got on the school buses to check driving license, school bus plate, certification for security check, GPS record, handover procedures for students to and from campus, kids’ seat belt wearing, implementation of proctor’s responsibilities, safety facilities in school buses. In the process of inspection, no problem like overloading, illegal students transporting, driving without a license, no proctors in buses, no school bus plate was found out.

  For the problems like, opening school buses’ doors without following the rules and warning lights on, students not bucking up, expiration of the plate, students picking up record not being set in time required, the inspection group required the school buses related to have immediate rectification and implement all the rules of safety management for school buses in order to prevent any accident from happening.

  Then, Zhou Faqing and his delegation came to school bus companies in four districts and New and High-tech Zone and asked the head of those companies the installment of intelligent monitoring system for school buses. Knowing that part of school buses of a few companies haven’t connected to monitoring system, the inspection group immediately required them to have all buses connected to the monitoring system in two days and make sure no monitoring dead corners in the process of school buses’ operation. Zhou Faqing also required authorities concerned and schools in all districts and counties should pay high attention and carry out the safety work of school buses in a joint effort.

  It was also reported that Hengyang Municipal People’s Government would lead the comprehensive management office of Hengyang Municipal Education Bureau to deeply carry out secret inspection for safety management of school buses. The problems that have been found out would be informed in the whole city and would be rectified within the time limit.

  There will be 44,422 students attending National College Entrance Examination in 2015. In order to gain an insight into the high schools’ preparation for the upcoming NCEE, to plan out the preparation work in the next phase and to encourage teachers and students who work hard for NCEE, on March 10 in the morning, Wan Heseng, deputy director of Hengyang Municipal Education Bureau, Wang Xiaojiang, chief of basic education section of Hengyang Municipal Bureau, and Zhu Weicheng, head of Hengyang Municipal Institute of Education Science and his delegation went to Hengyang NO.1 High school and surveyed on their preparation for NECC.

During the meeting, Zhou Huibing gave a speech; Zhou Faqing, director and secretary of Party Committee of Hengyang Municipal Education Bureau, gave a report on education work in 2015; Luo Shengli, chief educational inspector of Hengyang Municipal Government, educational supervision section, and a member of Party Committee of Hengyang Municipal Education Bureau, gave a report on work of education supervision in 2015; Qiu Xingguo, secretary of Disciplinary Inspection Committee of Hengyang Municipal Education Bureau gave a report on party’s work style and construction of a clean governance in 2015; Ma Jianxin, deputy secretary of Party Committee and deputy director of Hengyang Municipal Education Bureau, read a decision on rewarding advanced education bureaus at municipal, district and county level, municipally affiliated schools, sections and second-level institutions of municipal education bureau in 2014. The meeting was hosted by Jiang Huiping, deputy secretary general of Hengyang Municipal Government. Directors of county and district education bureau, chief educational inspectors, responsible officers of municipally affiliated schools, principals of part of private schools in Hengyang, leaders at division level and above and leaders of sections of Hengyang Municipal Education Bureau, chief of education administration station in Hengyang New and Hi-tech Development Zone also attended the meeting.

  On April 8 in the morning, the awarding ceremony of the first Distinguished Teachers Workshop in Hengyang was held in the Municipal Education Bureau. Tan Xiaohua, the member of the Party Committee of Henyang Municipal Education Bureau and deputy director, attended the ceremony and gave a speech. Present at the ceremony were Deputy directors of Education Bureau who are responsible for teachers’ stuffs in all counties and districts, major responsible persons of municipally affiliated schools. The ceremony was hosted by Wang Yiqian, chief of section of teachers, Hengyang Municipal Bureau.

  During the meeting, acclamation on establishing the first distinguished teachers workshop were read; representative of the workshop made a statement and the first newly established distinguished teachers workshop was awarded by Tan Xiaohua.

  It was reported that, in the next phase, education departments in all districts and counties, teaching and research departments and schools at basic level would make joint efforts to support the work of the workshop. Meanwhile, they would enhance publicity and enlarge the influence through the guidance of public opinion to provide a positive atmosphere of public opinion for the workshop. They would strengthen supervision and conduct routine checks on the work of the workshop in accordance with relative management rules. They would offer policy support and give priority to the leaders and members of the workshop in promotion, appraisal and reward. Besides, all members of the workshop would enhance sense of responsibility by strengthening relationships, specifying tasks, intensifying researches, setting good examples and summing up experiences, managing the workshop well in joint efforts.

  At the beginning of the new term in 2015, whether the running conditions of urban school buses is safe or not is under observation. Whether students could go to school safely has become a major event in the heart of the leadership of Hengyang Education Bureau. At about twenty past seven in the morning of March 4th, under the leading of Zhou Faqing, the Director of Hengyang Education Bureau and the Secretary of the Party Committee in Hengyang, the inspection team consisted of Hengyang traffic police detachment and transportation management office came to key traffic roads and school bus companies in four urban areas and Gaoxin district to investigate the running conditions in secret, with Peng Tianwen, the Deputy Director of Hengyang Education Bureau.

  On the key traffic roads in Yanfeng district, Shigu district, Zhengxiang district, Zhuhui district and Gaoxin district, the inspection team examined driving permit, school bus plate, safety technical inspection certificate, GPS records and students transfer procedures before and after school, and checked if the students take the safety belt, the responsibilities` implement of school bus administrator and the condition of  school bus safety facilities. During the inspection process, the conditions of overload, unlicensed bus, driver without driving qualification and administrators and school bus plate were not been checked out.

  In view of some nonstandard points, including door opening process without caution light, passengers riding without safety belt, overdue school bus plate and delayed standing book equipment, the inspection team required the relevant school buses to rectify at once and implement standards and requirements of school bus safety administration to ensure the safety of school bus without accidents.

  The leadership then came to the school bus companies in four districts and Gaoxin district to know about the construction situation of school bus intelligent monitoring system. Science there are still few school bus companies have no intelligent monitoring system, the inspection team immediately asked those companies to finish the construction of monitoring system in two days, in order to guarantee no dead angle of monitoring. Zhou also demanded that schools in areas and counties should pay high attention and make concerted efforts to implement school bus safety work.

  In addition, Hengyang Municipal People`s Government will recently organize Comprehensive Management Office of the Education Bureau to investigate school bus safety management in secret. Once the problem is found, it will be informed of the scope of criticism of the city and be managed and rectified within a time period.

  On the morning of February 14th, there were lots of people in the basketball club in Yueping square with the warm weather. The special public service activity named Xin Dele( It means let your conscience make you happy ), which is founded by the Hunan Radio and Television TV channel, hosted by Hengyang City People's Government and undertaken by Hengyang Education Bureau, and whose theme is that children in poor families look forward to celebrate the Spring Festival. The officers of Hengyang Education Bureau, parents, teachers and students in primary and secondary schools in the city flooded here and contributed generously to 100 outstanding but poor students, which brought warmth and encouragement to the students and composed a love song of humanity.

  At 9 a.m., Jiang Huiping, Deputy Secretary-General of Hengyang Municipal People's government came to the site of activity to show love to poor children with Zhou Faqing, the Director of Hengyang Education Bureau and the Secretary of the Party Committee in Hengyang, and Ma Jianin, the Deputy Director of Hengyang Education Bureau and the Deputy Secretary of the Party Committee in Hengyang. Zhou also encouraged children who received help to work hard, grow healthily, be grateful and repay the society. During the activity, there were many caring people, including some primary pupils who donated their pocket money, some aged teachers who donated their retirement income and some parents who even were willing to bring the poor children home to celebrate the Spring Festival with their children together.

   Under the call of the Party Committee of Hengyang Education Bureau, though during the winter holiday and near the Spring Festival, there were still many teaching staff participated in this donation actively. With their leading, the caring people of the community donated enthusiastically, which brought warmth to every poor children and let them feel the true love.

  Recently, mobilization meeting of High School Proficiency Test and comment meeting of the first Joint Examination for students in grade 3 in high school were hold in Hengyang Education Bureau. Zhou Faqing, the Director of Hengyang Education Bureau and the Secretary of the Party Committee in Hengyang, attended the meeting and made a speech. Wan Hesen, Deputy Director of Hengyang Education Bureau, Deputy Directors of Education Bureau in charge of teaching in areas and counties, head of the Teaching and Research Section, principals of senior high schools and people chiefly in charge of Basic Education Department and Educational Science Institute also presented at the meeting.

  In 2014, the basic education in Hengyang had achieved concrete results. For example, the implement of small-class teaching obtained apparent effect; the number of the students qualifying ordinary university ranked second in Hunan province; juvenile education work won the "national advanced" honorary title. These achievements were praised in the work report reported at the Municipal Economic Work Conference in 2015 by Li Yilong, Secretary of the Municipal Party committee, and the report on the work of the government delivered at the 4th Session of the 14th Hengyang Municipal People's Congress by Zhou Haibing, the Deputy Secretary of Hengyang Municipal Committee and Mayor of Hengyang.

  Zhou circulated a comment about the first joint examination for students in grade 3 of senior high school and mobilized and deployed the work for preparing high school proficiency test in 2015. He stressed the following points.

  1.Strengthen the leadership

  The authoritative leadership of college entrance examination should be set up in areas and counties to play an administration and service role in Educational and Administrative Department, a research and guidance role in Teaching and Research Department and a demonstration and leading role of exemplary senior high school at provincial level.

  2.Create a good atmosphere

  Encourage students in grade 3 of senior high school to become confident and prepare the college entrance examination actively, and increase the incentives of college entrance examination.

  3.Identify the targets

   The number of the students qualifying ordinary university should stably rank second in Hunan province. The average score of high school proficiency test should tank to sixth in Hunan province.

  4.Formulate measures

  The relevant measures should be formulated to improve exam quality according to new ideas and effective methods.

  5.Implement measures

  Pay more attention to the management of teaching without general management, and implement detailed management to the students' learning life and psychological counseling.

  At last, Zhou concluded that the participants should carefully analyze the first joint examination and summarize the experience and lessons. In addition, everyone should be of one heart and work hard before the college entrance examination with all positive factors to give a satisfactory answer to the people of the city, the Party committee and government and the parents, and to reach new heights.

  Recently, Zhou Faqing, the Director of Hengyang Education Bureau and  Secretary of the Party Committee in Hengyang, came to private education and training institutions around Hengyang NO.8 High School to spot checks with Du Xue, the Minister of Hengyang Education Supervision Department City Hall, Luo Shengli, Party member of Hengyang Education Bureau, the person in charge of the Public Management Office and Education Sports Bureau in Yanfeng District.

  They came to Zhuo Cheng Education and Training Institution. After knowing that it has proper papers and the person in charge is a entrepreneur of the post-90s generation, Zhou encouraged him to make training as a good supplement for school education. Then they walked to Xi Ya English Language Training Institution located in residential quarters, whose door was closed. Zhou immediately asked the responsible person of Yanfeng District Education Sports Bureau to find out whether the institution is illegal or not as soon as possible. In case it belongs to illegal school, it must be banned.

  Finally, Zhou came to Bo Wen Education and Training Institution. They knew about the current situation of the institution in detail with the introduction of the responsible person and were satisfied with it. In addition, they also put forward the guiding opinions for its future training work.
