In the morning of June 4, the special management meeting of the outside-school training institutions to lighten the extracurricular burden of primary and middle school students was held in the Municipal Bureau of Education. Cheng Shaoping, party secretary and director of the Municipal Bureau of Education, attended the meeting and made an important speech. Luo Shengli, deputy party secretary and deputy director of the Municipal Bureau of Education, Peng Tianwen, member of the Party Committee and deputy director of the Municipal Bureau of Education, , and Li Qingshan, member of the Party Committee of the Municipal Bureau of Education and the head of Discipline Inspection Section of Municipal Bureau of Discipline Inspection, attended the meeting and spoke on how to promote special governance work. The meeting was presided over by Ma Jianping, deputy director of the Municipal Bureau of Education. Directors from Education (sports) Bureau of each County or city, public schools, private schools and training organizations attended the meeting. The meeting conveyed the implementation of the spirit of higher-level special rectification work, and made arrangements for special renovation work in our city.

  Cheng Shaoping stressed in his speech: first, to define the task. The main task of this special administration work is to rectify the illegal behaviors of the training institutions outside the school in the course of culture education, the advanced education or the tutoring and training activities related to the examination for the primary and middle school students. Illegal off-campus training institutions that do not have qualifications should be eliminated, and off-campus training institutions should be strictly prohibited to do following things, to run a school without a license, to use a place where there are hidden dangers to run a school, to run a school in association with primary and secondary schools, to employ in-service teachers in primary and secondary schools to hold office, to carry out illegal recruitment propaganda, training operations beyond the scope, "super outline teaching", "advance teaching" and "strengthening examination-oriented" training, and to organize examinations and competitions, to earn illegal fees, and to change school address randomly. Each county or city Education (Sport) Bureau should set up the working organization, hold meetings and make arrangements, make clear the liaison man, form the work network, grasp the working time node, complete the special management work according to the procedure and step. Second, to publicize widely. Special governance must be advertised, letting teachers and students, parents, the whole society know. Policy publicity should be put in place, and illegal schools, teachers, out-of-school training institutions should be blacklisted and exposed in the news media. Municipal Bureau of Education will coordinate the relevant departments to carry out occasional inspections. As for the report, the relevant departments should investigate and visit secretly, then make a deadline for rectification in place after screening and verification. Third, to concentrate on rectification. Education (sports) Bureau of each county or city should achieve departmental linkage and share its own responsibility.   

  According to different conditions, we should formulate targeted rectification measures and comprehensively carry out centralized rectification, rectification and reform, punishment and proscription. It is important for the lawful outside-school training institutions to check themselves and correct themselves within a time limit; for the illegal outside-school training institutions it is important to investigate and deal with them. Fourth, to pursue the responsibility seriously. We should strengthen the management of primary and secondary schools and teachers and establish a system of accountability. For training institutions and primary and secondary schools, it is never tolerant to jointly organize selection tests and to provide information such as test scores and comprehensive evaluation results of training students for primary and secondary schools as the basis of enrollment or primary and secondary school teachers to attend classes in off-campus training institutions and mandatory guidance, to recommend students to the school training institutions to make up the course. Fifth, to establish a long-term mechanism. Special management involving a wide range of work and heavy workload, is a long-term work. All County Municipal Education (sports) bureaus, primary and secondary schools and off-campus training institutions should conscientiously implement the relevant spirit, establish and improve a long-term mechanism for the supervision of off-campus training institutions, standardize the management of off-campus training, promoting the healthy development of the off-campus training industry and effectively lightening the extracurricular burden of primary and middle school students and ensuring their healthy growth.

  The special governance work is divided into four stages: comprehensive deployment, investigation and mapping, centralized rectification, and the reestablishment of the rules and regulations. Before June 15, each county or city Education (physical education) Bureau, each primary and middle school and the outside school training organization must set up the operating organization, make the arrangement for related work. Before June 28,  a comprehensive survey and mapping was organized on the off-campus training institutions in the jurisdiction, and set up a work account. As for off-campus training institutions which have illegal activities in management, it shall be classified into categories according to the "Ten strictly prohibited" provisions for running a school outside the school in Hengyang City. Before October 28, according to the investigation of the situation, comprehensive implementation of centralized rectification will be carried out. Before November 28, we should make the comprehensive summary of local special governance work and establish a long-term regulatory mechanism.
