2. Conditions and Application Objects
Object that can apply for naturalization as a Chinese national: Foreign nationals or foreign citizen of Chinese origin without Chinese nationality. 
Object that can apply for restoration of Chinese nationality: Foreign nationals, foreign citizen of Chinese origin, stateless persons who once held Chinese nationality. 
Object that can apply for renunciation of Chinese nationality: Chinese national. 
(1) Submit and check the relevant materials and documents 
The applicant must submit a written application.
The object that applies for naturalization as a Chinese national or restoration of Chinese nationality must submit the copies of foreign passport, residence permit and permanent residence permit (If in foreign countries, only the copy of the foreign passport is needed). 
The object that applies for renunciation of Chinese nationality must submit the copy of identification card of the People`s Republic of China or the passport of the People`s Republic of China. In case the applicant has been married to a foreigner or has obtained the permanent residence permit of a foreign country, the applicant is required to submit the copy of marriage certificate or permanent residence permit. 
In case the child with foreign country and Chinese mixed blood applies for renunciation of Chinese nationality, the copies of birth certificate, parent`s marriage certificate, and identification cards of parents and residence permit of a foreign country of Chinese father (or mother) must be submitted. 
In case the child of Chinese nationality who is adopted by foreigners applies for renunciation of Chinese nationality, the copies of adoption certificate and the identification card(s) of adoptive parent(s) must be submitted.
Any other materials that the authority believes they are relating to the nationality application. 
At the time of submitting the copies of above certificates and documents, the originals are also required. 
(2) Fill in the Nationality Application, in three copies, one kept by the authority and the other two are respectively submitted to the Ministry of Public Security and Public Security Bureau at the provinces or autonomous level. The Public Security Bureau municipality directly under the Central Government and the diplomatic embassy can directly submit the applications to the Ministry of Public Security.

The object that applies for restoration of Chinese nationality must fill out Application of the Restoration of Chinese Nationality. 
The object that applies for renunciation of Chinese nationality must fill out Application of the Renunciation of Chinese Nationality. 
The applicant must fill out the application with a fountain pen or a ball-point pen one by one, accurately and faithfully, and the applicant must write clearly (In case the applicant is a child or is incapable of filling out the application, another person on behalf of the applicant can fill out the application, but the signature of the person must be provided at the “Wrote by”; and the applicant is required to provide the seal or fingerprints at the “Applicant”). 
(3) Submit four two-inch half-length, bareheaded and full-faced photos to affix to the application (form) and nationality certificate (For the one applies for restoration of Chinese nationality, three photos are also allowed). In case the applicant has the children with the same nationality application, the four two-inch bareheaded and full-faced photos of such children are needed.
 
3. Flow 
The Public Security Bureau at the city or county level where the applicant residents accepts the application, the Public Security Bureau at the city is responsible for inspection, the Public Security Bureau at the provincial level is responsible for review and the Ministry of Public Security is responsible for review and approval. 

4. Time Limitation 
No specific regulations are made in the Nationality Law of the People`s Republic of China.

5. Relevant Departments 
The Public Security Bureau at the city or county level (accept the application), the Public Security Bureau at the city level, the Public Security Bureau at the provincial level and Ministry of Public Security. 

6. Address 
In accordance with the Article 15 of Nationality Law of the People`s Republic of China, Nationality applications at home shall be handled by the Public Security Bureaus of the municipalities or counties where the applicants reside; nationality applications abroad shall be handled by Chinese diplomatic representative agencies and consular offices.
