Instructions for foreigners working in China on issues about one-stop service

I. The following items related to foreigners working in Hengyang can be handled in the one-stop service center:

II. Basic Requirements of Employing Entities

1. Established in accordance with laws and free from serious illegal and dishonest records. The positions for foreign employees shall be specially needed posts with no suitable domestic candidates available temporarily and in compliance with relevant national regulations. The wages and salaries paid to employed foreigners shall not be lower than the local minimum wage standard.

2. Matters subject to pre-approval by competent industrial authorities as stipulated by laws and regulations shall obtain prior approval.


III. Basic Requirements of Applicants

1. All applicants shall be at least 18 years old with good health and no criminal record, and they shall have a definite employer in China, and possess professional skills or appropriate knowledge necessary to perform their jobs.

2. The applicants shall be professionals in dire need of China, and the job taken by the applicants shall meet China's needs for socio-economic development.

3. Where other laws and regulations prescribe otherwise for foreigners working in China, such laws and regulations shall prevail.


IV. List of Application Materials

1. Application form for The "One-stop" services for foreigners working in China(original edition affixed with the official seal of the employing entity)

2. Past medical history or vaccination records with original medical reports attached. If you already hold a Yellow Fever Vaccination Certificate, please bring the original document.(original edition)

3. Physical examination certificate (or signed commitment letter for post-entry physical examination). All physical examination certificates issued by overseas medical and health institutions recognized by China's inspection and quarantine authorities shall be issued within the past six months.(original edition; electronic edition of the original; copy )

4. Highest academic degree certificate, relevant approval documents or professional qualification certificates.(original edition; electronic edition of the original; copy)

If the highest academic degree is obtained overseas, it shall be authenticated by China's diplomatic missions abroad, the diplomatic missions of the issuing country in China, or China's academic qualification authentication institutions.

If obtained in Hong Kong, Macao or Taiwan region, it shall be authenticated by China's academic qualification authentication institutions or notarized by local notary offices.

If obtained in mainland China, only the original academic degree certificate is required.

Where pre-approval by competent industrial authorities or relevant licensed vocational qualifications in China are required by laws and regulations, relevant approval documents or qualification certificates shall be submitted.

For high-end foreign talents (Category A) who meet the Classification Standards for Foreigners Working in China, including those selected into domestic talent programs, those meeting internationally recognized professional achievement criteria, foreign talents for market-oriented encouraged positions, and innovation and entrepreneurship talents, a commitment-based system is applicable for submission of highest academic degree certificates.

Overseas professional qualification certificates shall be authenticated by China's overseas diplomatic missions, the diplomatic missions of the issuing country in China, or notarized by local notary offices. Professional qualifications obtained in Hong Kong, Macao and Taiwan shall be notarized by local notary offices.

All non-Chinese documents must be accompanied by Chinese translations affixed with the official seal of the employing entity.

5. Work permit cancellation certificate and information page of valid work-type residence permit, only for applicants eligible for job transfer(original edition; electronic edition of the original; copy).

6. Recent bare-headed front-view photos taken within 6 months and electronic photos(original edition; electronic edition of the original; copy). Requirements: white background, no borders, complete facial features, clear image without spots, flaws or ink marks. Hats, headscarves and other ornaments are not recommended; if worn for religious reasons, the whole face must remain fully visible.

7. Information page of valid Q1/Q2 family reunion residence permit and kinship certificate(original edition; electronic edition of the original; copy), only for applicants eligible for family reunion visa application.

8. Applicant’s valid passport or international travel document and its bio-data page(original edition; electronic edition of the original; copy); the passport shall be valid for no less than 6 months.

9. Supporting documents for accompanying family members, including bio-data pages of family members’ passports or international travel documents, kinship certificates (marriage certificate for spouses, birth certificate or adoption certificate for children, applicant’s birth certificate, marriage certificate or notarized certificate for parents and parents-in-law), physical examination reports (for family members aged 18 and above) and electronic photos. Accompanying family members refer to spouses, children under 18 years old, parents and parents-in-law. All non-Chinese documents(original edition; electronic edition of the original; copy) shall be attached with Chinese translations sealed by the employing entity.

10. Passport or other international travel documents(original edition; electronic edition of the original; copy). Submit copies of the bio-data page, valid visa page and latest entry stamp page. If the entry stamp is on an old passport or travel document, a copy of its bio-data page shall also be provided.
