On June 27th, Chen Fei, Vice Chairman of the Standing Committee of the Provincial People's Congress, led a delegation to Shanghai to study and investigate the development plan of the Hengyang Intelligent Measurement and Weighing Instrument Industrial Park. They visited Tongji University and the Shanghai Institute of Measurement and Testing Technology, where they held discussions with Fang Shou'en, Party Secretary of Tongji University, and Zhang Lihong, Director of the Shanghai Institute of Measurement and Testing Technology. Qian Junjun, Party Secretary and Director of the Provincial Market Supervision Bureau, and Zhu Jian, Deputy Secretary of the Municipal Party Committee and Mayor, also participated. At Tongji University, Chen Fei and his team visited the achievements of Tongji Architectural Design Institute (Group) Co., Ltd., and received a briefing on the planning of the Hengyang Intelligent Measurement and Weighing Instrument Industrial Park. Chen Fei emphasized that the industrial park is a key project co-operated between the State Administration for Market Regulation and Hunan Province. He expressed the hope for close communication between the research institute and Hunan Province and Hengyang City, sending out capable personnel to ensure "one-time planning, phased construction," and supporting the sustainable and healthy development of the industrial park. He also welcomed more participation from Tongji University in projects such as the protection of Hunan's ancient buildings and environmental conservation, aiming to better assist in realizing Hunan's vision of "Three Hubs and Four New Missions."
Fang Shou'en warmly welcomed Chen Fei's delegation, pledging to gather high-level professional expertise to provide high-standard planning and design for the Hengyang Intelligent Measurement and Weighing Instrument Industrial Park. Tongji University is willing to take this cooperation as an opportunity to strengthen collaboration with Hunan in historical relic protection and urban renewal, promoting the coexistence and mutual benefit of ancient cities, modern urban areas, and modern industries. At the Shanghai Institute of Measurement and Testing Technology, Chen Fei stressed that Hunan's efforts to create a hub of advanced manufacturing, crucial for realizing the blueprint of "Three Hubs and Four New Missions," require support from advanced measurement industries. He encouraged closer cooperation between the Shanghai Institute of Measurement and Testing Technology and Hunan, recommending the Hengyang Industrial Park actively within Shanghai's measurement industry, providing technical support and guidance, and facilitating the transformation of more scientific research achievements to support Hunan's advanced manufacturing.
Zhang Lihong indicated that the institute has long been involved in the formulation and revision of measurement technical standards, participating in major engineering and project constructions. They annually calibrate and test over a million samples, effectively serving market demands. In the next steps, the institute will continue to strengthen communication with Hunan Province and Hengyang City, jointly exploring the development of the Hengyang Intelligent Measurement and Weighing Instrument Industrial Park, and discussing in depth the prospects for cooperation to better serve Hunan's high-quality development.
During the study and investigation, Zhu Jian introduced the progress of the Hengyang Intelligent Measurement and Weighing Instrument Industrial Park project and engaged in detailed discussions with experts on park planning, technology, and application prospects. He enthusiastically welcomed entrepreneurs and experts from Shanghai's measurement industry to visit Hengyang for exchanges, planning mutually beneficial cooperation, and developing the industrial park into a top-tier national hub.
