“Wisdom Eye” Empowers Urban Governance: Hengyang’s Digital Management System Achieves Intelligent Transformation

"Hello, is this Ms. Chen? The garbage obstruction issue you reported on Zhengshui North Road has been resolved... Wishing you a pleasant day!" Recently, at Hengyang’s Digital Urban Management Center, operators busily analyzed cases, processed tasks, and conducted follow-ups on citizen complaints—all while a massive screen displayed real-time citywide dynamics.

From piled-up waste to shopfronts encroaching on sidewalks, every urban management issue—from detection and task assignment to final resolution—relies on this efficiently operating "smart hub": the Digital Urban Management System. Close collaboration across departments enables rapid problem-solving, powered by the system’s "Wisdom Eye."

 


Today, AI-powered video collection vehicles and drones have been fully integrated into the system. Equipped with high-definition cameras and sensors, the patrol vehicles automatically capture, geo-locate, and identify violations (e.g., illegal ads, roadside vending, waste accumulation). Cases are categorized by responsible agencies and uploaded to the smart management platform. Operators then verify and dispatch them to relevant departments for handling.

Tailored to Hengyang’s road conditions and regional features, AI vehicles primarily patrol expressways like Hengzhou Avenue, Cailun Avenue, and South Second Ring Road. Drones cover suburban junctions, waterways, and low-density open areas such as Binjiang New District, Dongzhou Island, and the high-speed rail station. This "human-machine collaboration" has significantly boosted efficiency compared to manual patrols.

 

In June this year alone, the platform processed 21,951 cases: 21,794 from field inspectors, 125 from the city’s 12345 hotline, 25 from direct calls, and 19 from automated video captures. Of these, 19,334 were resolved, with 2,617 underway.

 

The system bridges public engagement through multiple channels: the 12345 government service hotline and the urban management hotline 8857066. Operators work 24/7 in shifts to receive complaints, dispatching them by category to relevant departments. This not only expands public participation but also accelerates issue resolution.

Looking ahead, Hengyang’s digital management will continue leveraging technological innovation to explore new governance models. By integrating patrol vehicles, drones, and other smart devices, it aims to build an all-encompassing, round-the-clock monitoring network—strengthening oversight in key areas like public order and environmental aesthetics. Meanwhile, professional teams will analyze real-time data streams, forging a closed-loop system spanning problem detection, task assignment, rectification, and feedback.
