HENGYANG, March 16 (Xinhua) — A meeting to convey and study the spirits of the just-concluded National Two Sessions was held in Hengyang on the morning of March 16. Zhu Jian, a deputy to the 14th National People's Congress (NPC) and secretary of the CPC Hengyang Municipal Committee, conveyed the spirits of the Fourth Session of the 14th NPC and the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC). He stressed the need to thoroughly study, publicize and implement General Secretary Xi Jinping's important speeches and the spirits of the Two Sessions, forge ahead with determination and work hard to make new and greater contributions to building a modern socialist Hengyang in all respects. Liu Zhongjie, deputy secretary of the CPC Hengyang Municipal Committee and mayor of Hengyang, presided over the meeting. Chen Peng, deputy secretary of the CPC Hengyang Municipal Committee, and Wu Shuguang, chairman of the CPPCC Hengyang Municipal Committee, attended the meeting.

Zhu Jian pointed out that the just-concluded Two Sessions have made comprehensive arrangements for China's economic and social development this year. In particular, General Secretary Xi Jinping's series of important speeches during the sessions, based on the current domestic and international situation and focusing on a good start to the 15th Five-Year Plan, have profoundly expounded on major issues concerning the overall situation of building Chinese-style modernization, with profound thinking and rich connotations. All departments at all levels in the city must earnestly study and fully comprehend, accurately grasp the essence of the spirits, consciously unify their thinking and actions with General Secretary Xi Jinping's important speeches and the spirits of the Two Sessions, and resolutely shoulder the responsibility of "a major economic city shouldering heavy burdens".

Zhu Jian required that efforts should be made to convey, implement and widely publicize the spirits, and quickly set off an upsurge of study. Efforts should be made to study deeply and understand thoroughly, to conduct extensive publicity and lectures, and to integrate knowledge and practice. The study, publicity and implementation of the spirits of the Two Sessions should be combined with the study and implementation of the spirits of the Fourth Plenary Session of the 20th CPC Central Committee, integrated with the implementation of the blueprint of "Three Highs and Four News" and General Secretary Xi Jinping's important speeches and instructions on Hunan's work, and integrated with the study and education of establishing and practicing a correct view of political achievements. We should strengthen systematic understanding, overall planning and coordinated implementation, and promote the spirits of the Two Sessions to take root in the hearts of the people and become well-known to all.

When presiding over the meeting, Liu Zhongjie pointed out that all departments at all levels must seize policy opportunities to promote the early implementation and early results of major matters and projects identified in the Two Sessions and the Outline of the 15th Five-Year Plan for National Economic and Social Development that are crucial to the long-term development of Hengyang. The meeting was held via video and telephone conference, with branch venues set up in all counties, county-level cities and districts.

Present at the meeting were municipal leaders Zhou Yumei, Liu Zhangyu, Yu Xinfan, Yang Weiping, Chen Liyang, Li Qiang, Hu Guoxiong, Zhang Runhuai and other incumbent municipal-level leading officials, some retired senior officials, director of the Management Committee of Hengyang High-tech Industrial Development Zone, party secretaries and presidents of municipal universities, and some NPC deputies from Hengyang attending the National People's Congress.
