He pointed out that Hengyang is a nationally significant regional city and a provincial sub-central city, holding an important strategic position. It possesses a strong industrial base, superior transportation and location advantages, a continuously optimized business environment, and a robust and dynamic economic and social development, making it a fertile ground for investment and entrepreneurship. Currently, as one of the city's two major future industries, Hengyang has incorporated the humanoid robot industry into the key layout of its "15th Five-Year Plan," actively planning and promoting the Runze Technology Digital Intelligence Industrial Park, which has received significant attention from the Provincial Party Committee and Provincial Government. First, enhance physical space and computing power carrying capacity, making effective use of existing building resources at the Runze Technology Hengyang Base and the Glasses Town, and fully leveraging Hengyang's advantages as one of the nation's 32 internet backbone node cities and the province's second-largest computing power center to provide ample physical space and computing support for the humanoid robot industry. Second, strengthen the innovation leadership of leading enterprises, relying on the ecological resources of industry leaders such as Runze Technology, Lens Technology, Foxconn, and Meihu Zhizao to drive the clustered development of the industrial chain. Third, explore the construction of intelligent shared factories, providing shared ODM intelligent production line services to reduce enterprise production costs. Fourth, accelerate scenario openness, promoting widespread product adoption through government-led "first-use and first-order" demonstration applications; establish an embodied intelligence scenario data center to facilitate application data feedback for product iteration and develop new blue oceans for industrial applications. Fifth, strengthen industrial fund support, forming a development pattern of bidirectional empowerment between "industry and capital" through a three-step plan: establishing a corporate investment matrix, guiding government industrial funds, and attracting participation from leading domestic funds. Sixth, strengthen skilled talent support, accelerating the establishment of specialized embodied intelligence colleges through industry-university-research cooperation with local and nationally renowned universities, and establishing training bases in collaboration with enterprises to build a full-chain talent service system encompassing "attraction, cultivation, retention, and utilization."
