On the morning of March 17, the 54th chairman meeting of the 13th municipal CPPCC was held. Wu Shuguang, chairman of the CPPCC municipal committee, presided over the meeting and delivered a speech.

The conference conveyed and learned the spirit of the national two sessions. The work plan for handling and supervising the key proposals of the municipal CPPCC in 2026 (Draft) and the research and consultation plan for optimizing the employment and entrepreneurship service guarantee of college students and building a friendly Hengyang for young people (Draft) were discussed in the meeting. Relevant personnel matters have also been discussed.

According to Wu Shuguang, it is necessary to take the study, publicity and implementation of the spirit of the national two sessions as an important political task at present and in the future, promote the substantiation and concretization of the study, publicity and implementation, and quickly set off an upsurge of learning, thinking and practice. We should make great efforts to deepen, internalize and transform learning, in publicity to promote the spirit of the national two sessions to take root in Hengyang, and in the implementation. We should closely follow the development strategy of "building the city through manufacturing and prospering the city through culture and tourism", and firmly establish the concept of "boosting high-quality development through high-quality and efficient CPPCC work". According to the general requirements of the provincial CPPCC for the performance of its duties in the "1453", we should carry out research and consultation around the implementation of the "Fifteenth Five Year Plan", industrial upgrading, people's livelihood improvement and other fields in combination with the 2026 work points and consultation and supervision work plan of the municipal CPPCC, continue to build the negotiation brand of "Chuanshan Conference Hall" and widely gather high-quality development forces.

Wu Shuguang stressed that the proposal is the most direct and effective way for the CPPCC to perform its duties. It is necessary to supervise the handling of key proposals in 2026 with a higher standard, compact responsibilities, coordinate and link, track and ask for results, and ensure that "they take root and bear fruit". To do a good job in the employment and entrepreneurship services for college students, we should base ourselves on the overall development situation of the city, identify the blocking points and difficulties through in-depth research, and put forward operable and landing suggestions, so as to promote Hengyang to become a city of youth and struggle where young people aspire to take root.
