On the afternoon of June 7th, Zhu Jian, the Secretary of the Municipal Party Committee, visited Hengshan County to inspect the extensive investigation and rectification of safety production risks and hidden dangers. He emphasized the need to overcome feelings of fatigue and a sense of luck, work together as one, and maintain a wartime mentality in implementing all aspects of safety production. Through practical operations, we should test the work style of our cadres and the effectiveness of learning and education, and make every effort to safeguard the safety of people’s lives and property.

Zhu Jian first visited the Xingjia Hotel in Kaiyun Town, Hengshan County, to conduct an on-site inspection of potential fire safety hazards. He carefully examined the hotel’s fire escapes and the configuration of firefighting facilities. He instructed local personnel to guide the hotel in rectifying fire safety hazards in the corridors, strengthen fire safety education for residents, and take concrete measures to eliminate hidden dangers—particularly those associated with the “Nine Small Places,” a term referring to nine types of small-scale business premises that are limited in size but pose a high fire risk.

At the subsequent symposium, Hengshan County reported on the progress of its major investigation and rectification of safety production risks and hidden dangers. Relevant municipal leaders and departments offered comments and put forward requirements and suggestions.

Zhu Jian pointed out that the current safety production situation in Hengyang is the most severe it has been in recent years. It is essential to establish a sense of overall perspective, bottom-line thinking, and extreme scenario thinking; maintain a clear mind; strengthen strategic resolve; pool collective wisdom; implement systematic measures; and unite as one. He stressed the need to deepen ideological understanding, strengthen responsibility implementation, resolutely overcome formalism and bureaucracy, and enforce tough measures to address issues such as incomplete investigation responsibilities and insufficient rectification efforts. He also called for fully leveraging the leading role of grassroots Party building and enhancing the level of intrinsic safety with the utmost determination.

Zhu Jian emphasized the need to advance concentrated efforts and wage a “people’s war” on safety. He noted that the current principal contradiction in the field of production safety is fire safety, and called for solid implementation of the “six major key tasks” action plan and the establishment of a “whistleblower” system. Efforts should be divided and coordinated to prevent disasters, with flood prevention and disaster mitigation prioritized. Responsibilities must be clearly defined to balance development and safety, focusing on both production safety and flood control in key areas such as reservoirs, embankments, and mountain flood-prone zones, while simultaneously ensuring stable economic performance.

Regarding the next phase of the comprehensive investigation and rectification of safety production risks and hazards in Hengshan County, Zhu Jian put forward five requirements:

Identify the primary contradictions and their key aspects – Focus on fire safety and road traffic safety, and formulate practical response measures and rectification actions. Special attention should be paid to places such as elderly care institutions and other “one elderly and one child” facilities. Active emergency evacuation drills should be carried out to improve emergency response capabilities.

Promote full coverage of the investigation and rectification – Reasonably match supporting units and strengthen frontline forces.

Clarify responsibility, resource allocation, and deadlines for major accident hazard rectification – "Race against time" to address these hazards.

Strengthen enforcement of tough measures– Take resolute actions including public exposure, talks and notifications, and legally ordered shutdowns against illegal and non-compliant enterprises. Cadres who fail to perform their duties should be notified of criticism and held accountable.
