In 2023,Hengyang City saw a net increase of 217 high-tech enterprises,bringing the total number to over 1,000.The added value of high-tech industries reached 71.671 billion yuan,with a growth rate of 5.5%.The number of science and technology small and medium-sized enterprises(SMEs)reached 2,095,a year-on-year increase of 72%.The city has consecutively made it to the list of the top 100 innovative cities in China for two years. The city added two national-level talent projects,15 provincial"Three Peaks"innovation talent projects, two Hunan High-Level Talent Aggregation projects,five provincial outstanding young and excellent young projects, seven science and technology talent support projects,and two provincial enterprise innovation and entrepreneurship teams under the Furong Plan.There are a total of eight legal metrology verification institutions and 11 special equipment inspection institutions in the city. A total of 856 regular industrial product quality supervision spot checks were organized, with a pass rate of 94.3% for regular spot checks of industrial products.Thirty-eight industrial product production licenses and 35 food-related product production licenses were issued. The city participated in the formulation of 15 national standards and organized the formulation of eight local standards.

A value of 35.326 yuan has been added to high-tech industry throughout the year with a growth rate of 39.2%. The number of patent applications have reached 2,449 and 1,590 pieces have got authorized with the growth rate respectively being 10.2% and 52.4%. The “Hengyang National Agricultural Science and Technology Park” has been successfully built, which gives Hengyang another national “business card” after the establishment of the National High-tech Zone in Hengyang. “Hengyang National Industrialized High-tech Base for Deep Processing of High-quality Seamless Steel Tube” has passed the experts` demonstration organized by science and technology department and managed to get the approval for establishment. “Manufacturing Base of Equipment for Power Transmission and Transformation” has successfully applied to be one of the pilots of the first innovative industries cluster. And the “Hengyang National Torch Mission―― Industry Base for Equipment of Power Transmission and Transformation” has passed the double-check already. For the time being, 1 national key laboratory, 13 on provincial level, 18 provincial and municipal engineering research centers, 2 strategic alliances for industrial technology innovation, and 1 provincial research base of application basics have been constructed already in Hengyang, which provides plenty of  carriers for companies to launch innovative activities.

By the end of the year, there are 8 legal metrological verification institutions and 7 special equipment inspection organizations in total citywide, which has completed regular selective industrial products quality examination 3,000 times with a qualified rate for the selective examinations of industrial products reaching 93%, issued 107 industrial products production licenses, 128 food production licenses, 145,300 pieces of measuring instruments for compulsory verification, formulated and reformulated 11 national standards, and newly formulated 1 national standard. Not a single quality or security accident due to negligence of food, special equipment, or fireworks has happened in Hengyang the last year. There are also 1 seismic station and 9 satellite cloud image receiving stations in Hengyang. And the surveying and mapping department has provided 3,000 data outcomes of basic geographic information,and 12 geodetic results, and 23.8 million various kinds of aerial photographs.
