On June 18th, the Hunan Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Science and Technology, Department of Finance, Department of Natural Resources, and Department of Commerce jointly released the "Hunan Province Lithium Battery and Advanced Energy Storage Materials Industry Three-Year Action Plan (2024-2026)" (hereinafter referred to as the "Plan"). The plan aims to consolidate the advantages of the entire industrial chain, accelerate the technological layout of new battery such as solid-state batteries, sodium-ion batteries, and hydrogen fuel cells, etc., as well as next-generation energy storage materials, and build a lithium battery and advanced energy storage material industry system with characteristics and advantages of Hunan Province.
Hunan Province (located in the central-southern part of China), one of China’s most comprehensive lithium battery and energy storage material supply chains, has established a fully integrated industrial chain system covering "mineral materials-energy storage materials-battery cells-terminal applications-battery recycling". It possesses distinctive advantages in the field of cathode materials. Data shows that in 2023, the revenue of Hunan Province's lithium - battery and advanced energy - storage material industry was approximately 110 billion yuan ($15.3 billion), ranking first among the six central provinces.
According to the plan, relevant departments in Hunan Province will promote the coordinated development of four major sectors: advanced energy storage materials, battery cells manufacturing, terminal applications integration, and battery recycling, aiming to build a "four-in-one" industrial system. Efforts will be made to strengthen the core leading area of Changsha-Zhuzhou-Xiangtan, elevate Chenzhou as a growth hub, build three industrial supporting areas in Changde, Yueyang, and Yongzhou, and construct a spatial layout of "one core, one pole, and three auxiliaries". Efforts will also be made to focus on technology, resources, projects, enterprises, markets, etc., with six major actions implemented to double the industry's scale, while driving the high-end, intelligent, and green transformation of the lithium battery and advanced energy storage materials sector.
The plan proposes that in the next three years, the operating revenue of the lithium battery and advanced energy storage materials industry in the province should strive for an average annual growth rate of 10%, and the industry scale will exceed 150 billion yuan ($20.65 billion) by 2026. Additionally, it aims to cultivate 1-2 leading enterprises with global competitiveness, and add 2-3 ten-billion-level enterprises and 5-8 billion-level enterprises.
Recently the Hunan government has unveiled a plan to promote commerce and open economy during the 14th Five-year Plan period (2021-2025). The Hunan Provincial Department of Commerce interpreted the plan on October 29.
The Hunan Provincial Department of Commerce stated that, based on an objective analysis of various issues in the development of Hunan's commerce and open economy, the plan matches with the Ministry of Commerce's commerce development plan during 14th Five-Year Plan period and the Outline of the 14th Five-Year Plan (2021-2025) for Hunan Provincial Economic and Social Development. The plan highlights the building of Hunan into a hub of reform and opening up in inland regions and formulates development goals for the next five years. By 2025, new achievements will be made in building a strong consumer market; new breakthroughs in establishing high-quality development mechanism will be made; and, new situation in pursuing high-level opening-up will be created. Main indicators of commerce and open economy will be increased substantially, and some will be doubled. A hub of reform and opening up in inland regions will be initially established.
The plan clarifies seven key tasks, including:
- build a strong consumer market;
- propel innovative development of foreign trade;
- promote high-quality "bringing in";
- accelerate high-level "going out";
- expand port platforms and major international logistics channels;
- facilitate the construction of China (Hunan) Free Trade Pilot Zone; and,
- create a new highland for China-Africa economic and trade cooperation.
To this end, six measures were put forward, including:
-- uphold the CPC’s overall leadership;
-- optimize business environment;
-- strengthen policy support;
-- cultivate business talents;
-- promote smart business construction; and,
-- improve planning implementation mechanisms.
It took one year to compile the plan, according to the Hunan Provincial Department of Commerce. The plan aims to facilitate the building of a new development diagram, the implementation of the Three Highlands and Four New Missions Strategy, and the innovation of high-quality life. It reflects the business positioning of the new development stage, the strategic requirements of building a highland of reform and opening up in inland regions, and the underlying principle of pursuing progress while ensuring stability.
Recently, the General Office of the People's Government of Hunan Province issued the "Three-Year Action Plan for Optimizing Business Environment in Hunan Province (2022-2024)". It outlines that more improvement will be made in the business environment of Hunan Province through three years of hard work; one or two cities may be included into the first-class ones in the evaluation of China's business environment; and such business environment brand as "Doing Business Conveniently in Hunan Province" can be fully promoted.
The "Action Plan" focuses on the two core demands of stimulating innovation vitality and maintaining fair competition and was benchmarked against 18 first-level indicators of the national business environment evaluation index system. It proposes implementing five major actions, including optimizing government affairs services, speeding up project approvals, reducing operating costs, improving the market environment, and raising the goal of protecting rights and interests.
The plan refines tasks from strengthening the standardization of business establishment, improving the level of government affairs services, optimizing tax payment services, and promoting cross-border trade facilitation, to promote the optimization of government affairs services. It proposes to deepen the reform of the approval system for construction projects, improve access to water and electricity services, and increase the efficiency of real estate registration, to speed up project approvals.
To reduce the operating costs of market entities, the plan clearly states that it would enhance corporate credit support, employment guarantees, and the implementation of policies that benefit enterprises.
In terms of improving the market environment's quality, it asks to further enhance the market supervision mechanism, optimize the government procurement environment, promote fair bidding and tendering, and carry forward inclusive innovation. On the promotion of rights and interests protection, it calls for reinforcing the safety of small and medium-sized investors, strengthening the creation, preservation and utilization of intellectual property rights, improving contract execution efficiency, and optimizing corporate bankruptcy procedures and supporting mechanisms.
The release of the action plan further demonstrates Hunan's confidence in and determination to be brought into line with the first-class level of advanced regions and to continuously optimize the business environment. Hunan government encouraged all the cities, prefecture, and departments to introduce more original and differentiated reform measures based on actual conditions. It will support Changsha in striving to become a national business environment innovation pilot city, support China (Hunan) Pilot Free Trade Zone and various functional zones to play the leading and exemplary roles, and pilot reform measures conducive to optimizing the business environment.
The Hunan Department of Commerce recently unveiled a provincial 14th Five-year Plan for Service Trade Development. As planned, Hunan’s import and export in services will hit 60 billion yuan in 2025.
According to the plan, Hunan’s service trade will embrace multiple development opportunities during the 14th Five-year Plan period (2021-2025), such as new business patterns based on digital technologies; national policy supports; economic and trade cooperation brought by the Belt and Road Initiative; platform support from the Hunan Pilot Free Trade Zone; RCEP (Regional Comprehensive Economic Partnership) opportunities; and, industrial foundations.
In this five-year period, Hunan will foster more than 10 enterprises with their respective import and export value exceeding 100 million USD, and about 300 ones with their respective imports and exports reaching one million USD. A group of service trade providers with strong international competitiveness will be formed. There will be more than 10 service trade parks and featured service export bases, and more than 10 service trade promotion platforms up to international standards and at multiple levels. In 2025, the total import and export value in service trade will hit 60 billion yuan, with an average annual increase of 16%.
A service trade development layout featuring “one core, two poles, and multiple areas” is planned. The “one core” refers to the Changsha-Zhuzhou-Xiangtan core leading zone; the “two poles” are Yueyang and Chenzhou cities; and, the “multiple areas” include featured service clusters in other cities and prefecture. Beyond that, efforts will be made to reinforce traditional markets while exploring the markets along the Belt and Road and under the RCEP agreement.
The plan put forward six major missions, including continuing to improve management system; constantly optimizing business structure; giving priority to fostering market participants; innovating development pattern; expanding opening up and operation; and, optimizing service trade supervision mechanism.
Hengyang Municipal Rural Area Construction Bureau had worked out the general planning of Hengyang, and proposed to build a new Hengyang which was good for living and working. The general planning has kept the total administrative building area (516.1 square kilometers)of the general planning made in 2006 and has included a plan that the administrative division of Hengyang in 2030 would be corrected and changed to expand the developing area of Hengyang.
As to the scale of the city development of Hengyang, on a long run the urban construction land would expand on the following directions: east, west and south. The central city administrative land used for public service would be distributed along Jiefang Road and the road along Xiangjiang River, which formed a cross in the city. the living land would expand surrounding this cross. Industrial land and logistic land would be located in the city edge. The forestation areas would be linked both inside and outside the city. the tourism service would be based on the rich historic resource in Hengyang. All the factors mentioned above would for a harmonious city spatial arrangement.
It is said that Hengyang would hand the general planning to Hunan Provincial Government and then to the National Council of China.

On May 30th morning, a symposium was held by Tsinghua University and Hengyang Planning and Designing Ltd. Corporation. Related information and suggestions from related units have been collected, which marked that the city spatial landscape has entered a substantive stage.
It is said that according to the arrangement of the municipal CPC committee and municipal government, Hengyang started the edition of the four urban planning projects and started a public national bid all over China. Consequently, 4 among 60 companies have been chosen to participate in the plan of these four urban projects. Among these four companies, the city night landscape lighting project was commanded to Shenzhen Date Technology Ltd. Corporation and Shenzhen Construction Designing Research Institute. The city forestation landscape project has been commanded to Zhejiang City Construction and Landscape Garden Designing Ltd. Corporation. The city public architectures construction project and the significant architecture designing have been commanded to Shanghai Fudan Construction Planning and Designing Ltd. Corporation.
At present these four urban planning projects have entered the substantial stage, namely the designing stage, and the preliminary plan would be worked out in June. According to professional experts, the planning and the designing of these projects would cast great influence on Hengyang City and the city image of Hengyang.

Luo Yujun said at the conference that the purpose and significance of the mid-term evaluation of the Twelfth Five-year Plan of Hnegyang should be fully realized and stressed, and good performance of the mid-term evaluation would be the practical need for the smooth completion of the Twelfth Five-year Plan and be the preliminary work for the Thirteenth Five-year Plan of Hnegyang. Zou Shunchu stressed in the commentary remark of the conference that all the units directly under the administration of Hengyang Municipal Government and the government of every county should study the developing situation after the Twelfth Five-year Plan launched. All the units should objectively evaluate the result of the plan and the completion of the policies according to the requirements of the evaluation work. The key research topic and present and future developing situation should be carefully studied and judged. The policies and suggestions should be practically put forward to successfully carry out the plan and realize each objectives of the plan.
It was said that, the deadline of the statistics collection of the evaluation work would be June 30th 2013 and the evaluation work would be finished before July 15th 2013. The Municipal Agriculture Bureau, Municipal Society Council, Municipal Education Bureau and other 25 related units directly under the administration of the municipal government and the county government have also presented the meeting.

The ecological development plan of Hengyang in Twelfth Five-year Plan has been publicized. More than 30 professional experts and related delegates have studied and discussed the ecological development plan on the planning review hearing meeting.
According to the objectives of the plan, by 2015, the forestation covering land would reach 6826 thousand mou increasing by 12.08%. The forest covering rate would reach 43% increasing by 3.2%, and the total value of the forest would reach 20 billion, increasing by 226.3%. to realize this objective, the forestation construction in Hengyang would stick to the following principles: comprehensive planning from a general perspective; properly area distributed and combining the city and the countryside and policies should be made and the management should be carried out according to the regional divergence with separate steps; ecology should be put in priority and forestation should be fully developed; forestation protection and development should be of equal importance and the relationship between protection and development should be properly handled; the leading role of the municipal government should be kept under the guidance of the market and the entire society should be inspired to participate in the forestation construction; the reform and innovation should be the key of future work; the forestation should be scientifically promoted and should be administrated under legal system to strengthen the cultivation and protection of the resources.
It is introduced that the total investment into the forestation construction would be more than 19.5 billion, in which about 69.2% would be ecological construction.

Recently,Hengyang City’s forest resource research findings in the 12th Five-year Plan have been passed by the provincial assessment.The research measures are scientific and advanced,technology-concentrated and reliable and accurate in statistics.Thus the research findings basically meet the requirements.
In recent years,the forest areas ,the forest coverage and the storage of the forest have been increased and the forest resources management and the forest ecological construction has made significant achievement in the forest construction by means of artificial forestation, forest cultivation, the reforestation of marginal arable land, forest greening and urban and rural afforestation. The research findings show that there are 11.8558 million mu of forest land in the whole city and the green coverage has reached 45.91% and the storage of the live trees has reached 15.3037 million cubic meters. Compared with the 10th five-year plan, they have been increased 0.4457 million mu, 2.09 percentage and 3.3314 million cubic meters.
The second type of the forest resources research results of the Municipal Forestry Administration and the achievements made by all counties and cities have been debriefed by the review committee and the achievement document and the summarized data has been checked by them. It is believed by the expert that the research in the forestry planing and designing is the basic work in the construction of the three kinds of systems,that is the forestry ecology, estate and culture. The research this time has grasped the conditions in the total amount of the forest resources, construction and coverage and explained the dynamic change trend in the whole city’s forest resources, which have provided the scientific basis for the further improvement in the dynamic controlling, guiding and regulated management of the forest resources and the development of the 13th five-year plan in the forest ecologic development and the limitation of the forest logging. In principle, the second kind of forest research findings of the 5 counties, 2 cities and 5 districts in Hengyang have been approved by the province.

The ranks among all the cities in Hunan Province
The total income of finance is up to 19.9 billion, increased by 13%, and the speed of increase ranks the first among all the cities in the whole province. It can be expected that the overall strength can be still in the first phalanx. The total export-import volume has been up to 2.56 billion dollars, increased by 65.7%, and the speed of increase ranks the 4th among all the cities in this province. The new 15 leading enterprises of agriculture industrialization on provincial level are added,which takes the first place among the province. Safety production is gradually improved and takes the first place in the annual assessment among all the cities. Hengyang is also the first city that actual budget inspection in every department has been organized in Hunan Province.
The Quality of the Industrial Structure
The overall situation of the industrial structure is rising: the added value of industrial scale is predicted to increased by 9.5%. The added value of emerging industry occupies about 31.4% of that of the scaled industry. The proportion of high technology industry’s total value in the scaled industry increased by 6.1%. The growth of service is predicted to increase 12.9% and the rate of contribution of the economy is increased by 50.2%. The deposits and loans in finance organizations are 239.2,122.2 billion. They are respectively increased by 15%, 22.7%.
The parts that decreased: the energy consumption of specific added value is decreased by 9% and that of GDP is decreased by 4%.
The Potential Development
445 key projects are carried out and 82 billion has been invested. They are respectively added by 32% and 25.4%. Both the number of project and the investment scale have reached the historical new high.
The Development of a Three-dimensional Transportation System
Nanyue airport and Heng Chaji railway have been smoothly opened. The navigation-power junction in Tu Gutang is completed. Some transportation projects, such as the construction of railway going through Huaihua, Shaoyang, Hengyang, the express between Hengyang and Loudi and Nanyue east extension, are carrying on very well. Over 30 trunk roads, including Chuanshan east road, the second ring road, the express of west Hengyang and Hengyun are sped up.
Dilatation and upgradin
The Laiyan city and Binjiang area are getting improved. The construction,Nanhu park, is completed and faced with the public. The scenic belt in Zhengshui, the embankments of Leishui and the Xingfu river,such building programmes are speedily modified. The planning on Dongzhou island and Linghu park is completed. The six main lines, including Hengzhou,chuanshan,Canlun,Zhengxiang,Xiangjiang road,and other main road which are more than 30 in total are getting highly improved.

The construction of Laiyan New District and Binjiang New District have been smoothly carried on. The first phase of the construction of Nanhu Park has been completed and opened to the public. The construction of the View Belts on South and North Bank of Zhengshui River have been sped up.the overall plan of the construction of Dongzhou Island and Linhu Park have been completed. The green belt and sidewalk of main six roads in the city including Hengzhou Road, Chuanshan Road, Cailun Road, Zhengxiang Road, Zhengyang Road and East Xiangjiang Road have been carrying on on a high-scaled level.
The Living Environment
111 heavy metal companies are closed and 47 projects to curb environmental pollution have been completed. The project of building a fantastic countryside has got official approval. The forest coverage rate is up to 45.9%.
Reform has Been Deepened
The process of administrative examination and approval is simplified from 373 procedures to 147. The reform of business registration system is carried out steadily. The way to register capital is changed from paying in system to subscription system. The new registered company and registered capital are increased by 70.8% and 115.7%. The reform on state-owned business is achieved completely. The project on reforming civil business is established. The development of registering rural contractual right of land is smoothly. The service on issues of agriculture farmer and rural area is ranked the first in Hunan.

More than 110 crucial projects are butt joint. 14 corporations that ranked the first 500 in the world are coming here to investigate and negotiate. 72 major projects are signed and 18 major industries which need transferred are taken. 10 companies are registered and entered to the Comprehensive Free Trade Zone. On the morning of January 22th, civil affairs bureau convene 13th five meeting to develop the formation of civil administration and establish a civil affairs planning group which is under the charge of Xiao Jishun,a secretary of the party committee and the director general. The meeting is held by Jin Shanshan,the deputy director general of civil affairs bureau and the leader of the team organized for the workout of the 13th Five-year plan of the civil affair of Hengyang Municipality.
In the meeting, Li Kuiyuan, the chief of Finance Section, make a demonstration of work done in the previous period for the workout of the 13th five-year plan of the civil affairs and refine the work to be done in the next step by every section. The working schedule of the plan is arranged and the requirements of planning formation are proposed. Jin states 3 requirements to develop the formation: the first is extraordinary organization. Civil affairs planning is the basis of reform and innovation and science development. The planning is also the basis of developing the civil affairs and accelerating the transition of civil construction. Each related section should lay the high emphasis on it and regard the development of civil affairs planning as our own responsibilities. To be serious so that the planning can be achieved reasonable and firm. The second is to be an unit. The condition to develop the civil affairs should be analyzed. We should positively confront all the problems and difficulties positively and each section should search the way to develop the civil affairs so that the planning can be the direction of our civil affairs development. The last is to have clear mission. The scheme to develop the civil affair planning is released, so each section should be serious and follow the timetable on the scheme. Then do a rigorous arrangement on our planning so that we could ensure that all the designs are beneficial to civil affairs and people’s livelihood.
Industry is the lifeblood of Hengyang’s economy and the pillar of development. Being a white hope, it has played a vital role in the economic construction of South Hunan. It’s also an essential and dominant element to accelerate the advancement of economy and society.
As a result of economic slowdown and the removal of inflated growth in the past, industrial growth of Hengyang has fallen sharply since May over the last year. Confronted with the severe situation, municipal Party committee and government have made joint efforts which has achieved a stable economic rebound. For instance, a scheduling meeting of industrial and economic operation was held; series of policies and measures were unveiled to stabilize industrial growth; the connection between banks and enterprises was promoted to help enterprises with the difficulties of financing, employment and sale. The added value of scale industry increased by 8.9 % in September, and an annual increase of 9.5% expectedly.
At the beginning of a new year, Hengyang has met its new start for development.
The policy of accelerating new industrialization, municipal Party committee indicates in the meeting that, we should highlight structure adjustment; vigorously develop strategic emerging industry such as the manufacture of advanced equipment, electronic information, biological medicine, new energy and materials; fully support the growing of enterprises such as Foxconn, Omron, Minmetal, TBEA, Nanyue Electronic Control, Hansen Pharmacy, and Gongchuang Photovoltaic; further transform traditional industries, machinery, coal, smelting, chemical engineering, food, spinning, etc. to high-end, low-carbon and intelligent industries; inject new vitality to industries and form new point of growth.
From the two words “new vitality” and “new growth point”, people can perceive the faith and determination of municipal Party committee to stabilize economic growth by accelerating new industrialization.
In addition, it’s proposed that boosting service industry should be an important way to push structure adjustment, transformation and upgrading. With Hengyang being a pilot city of the comprehensive reform of national service industry, we should take policy advantages to turn it into a regional modern service center by upgrading traditional service industry and expediting modern service industry.
The construction of key commercial logistics projects in Hengyang has facilitated the advancement of logistics industry and also rooted the ideas, fostering big markets, boosting big business and enlivening big distribution since last year. Such as Huayao Town, Wanda Commercial Plaza, City New Field, Liancafu Department Store, Baishazhou Logistics Park, Hengyuan Logistics and so on. Next, the construction of specialized market, automobile accessory, electromechanics, steel products, building materials and agricultural products, will be fully pushed to make modern service industry the engine of Hengyang’s development.
However, as a traditional agricultural city, its course of agricultural modernization has never lagged behind. The year of 2014 has witnessed steady agricultural economic development of Hengyang. Levels of large scale, industrialization, mechanization of agricultural industry have been gradually improved, with the total output of grain hitting more than 3.3million tons, achieving eleven consecutive increase. Leading enterprises of agricultural industrialization at provincial level ranked the first in the province with fifteen new ones.
New plans for agricultural development in 2015 have been made at the meeting. In accordance with the general requirements including intensive operation, integration of manufacturing and marketing, standardized production and mechanized farming, by the hand of “one distribution to five services”, we will speed up the building of new agricultural management system, adjust agricultural production structure and transform its development pattern to take the development path of modern agriculture with efficient output, product safety, resource and environment conservation.
Specifically, it is to give food safety the top priority, strictly protect cultivated land, pay close attention to “Rice Bag” and “Vegetable Basket” projects to ensure the total grain output maintained over 3.3 million tons, total vegetable output over 3 million tons. We’ll spare no efforts to flow over six million acres of land, add more than 200 farmer cooperatives and family farms by speeding up rural land circulation and foster new type of operators.
Meanwhile, we’ll further put emphasis on major agriculture projects, leading enterprises and brand building, improvement in additional value of agricultural products and comparative profit. The development foundation of agriculture will be continuously enhanced such as the construction of farmland water conservancy facilities. At the same time, the quality of agricultural products from farm to table should be checked and monitored strictly to secure food safety for people. In addition, government will forge a team of high-quality professional farmers who are well-educated, skillful at technology and management through resource integration of agricultural skill training.
